1. Background

The Communities for Healthy Hearts (CH2) project is an innovative healthcare delivery model designed to improve hypertension management and control, which focuses on Ho Chi Minh City (HCMC), home to the largest urban population in Vietnam. CH2 is implemented in four districts, which cover a population of approximately 2 million people.

CH2 aims to improve blood pressure control and health outcomes of adults living in urban settings in Vietnam by:

  • Increasing awareness of hypertension and demand for screening and treatment among adults.
  • Increasing availability of hypertension screening and referral services.
  • Increasing availability of hypertension services reflecting the full continuum of patient-centered care in public and private facilities.
  • Reducing loss to follow-up by strengthening referral systems, increasing patient contact, and empowering patients.
  • Enabling country-level decision-makers to use project evidence to sustain and scale hypertension services.

2. Scope of work:

PATH is seeking a consultant to provide technical assistance for research, monitoring and evaluation (M&E), to implement and strengthen project monitoring, research activities, data quality assurance activities and use of eHTN.Tracker and other M&E electronic database. Under the guidance, supervision and direction of the Project Director, the M&E consultant will have specific duties and responsibilities that include:

  • Revising/updating/finalizing the overall framework and database for required M&E systems, including key indicators, outputs and outcomes;
  • Developing/updating/revising the monitoring tools and guidelines to track and regularly collect data to inform the progress of project implementation
  • Implementing M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategies;
  • Ensuring the alignment of research and M&E activities with program goals;
  • Training project partners on M&E guidelines, survey instruments, data collection tools, and other tools required for project M&E;
  • Working with CH2’s mHealth team to develop a plan to implement the hypertension client database (eHTN.Tracker) in health care providers;
  • Providing technical support, field visit monitoring, coaching, mentoring, and on-the- job training to ensure health care providers under the project network fully implement and apply the eHTN.Tracker system;
  • Provide weekly updates for the M&E officer on the progress and challenges of the eHTN.Tracker implementation and regularly discuss to resolve any issues;
  • Co-facilitate the mHealth and eTHN.Tracker training course for health care providers.

5. Requirements

  • A bachelor degree in public health, social science or related fields.
  • At least 3 years of experience in research, M&E and data quality assurance.
  • Understanding of healthcare/hospital information systems and Vietnam’s healthcare system
  • Proficient in database management and data processing
  • Good computer skills, (statistic software, MS office application, including Word, Excel, PowerPoint), especially advanced in SPSS
  • Good at using software and web-based application for data management
  • Good communication skills, including writing, listening, explaining and presenting.
