GENDER SPECIALIST

SNV Netherlands Development Organisation (SNV) is a non-profit, international development organisation founded 53 years ago, and now operating in 28 countries in Africa, Asia and Latin America. Our global team of local and international advisors use their expertise in three sectors – Agriculture, Renewable Energy and Water, Sanitation and Hygiene – as well as the cross-cutting topics of gender, climate change and youth employment to contribute to solving some of the leading problems facing the world today. We work with local partners to equip communities, businesses and organisations with the tools, knowledge and connections they need to increase and gain access to basic services – empowering them to break the cycle of poverty and guide their own development.

SNV has been working in Vietnam since 1995, and currently has over 30 national and international staff. SNV Vietnam operates from a head office in Hanoi and projects in over 50 provinces in the country, including in the poorest and most remote areas.

SNV Vietnam is preparing for an upcoming tender and we are seeking committed personnel for these following positions:

MONITORING AND EVALUATION (M&E) SPECIALIST

Responsibilities:

  • Develop a Theory of Change (ToC), the Results Framework and M&E Plan for the Program, ensuring the compliance with donor and SNV standards;
  • Ensure the M&E strategy incorporates a system-wide approach, is flexible and responsive and builds ownership amongst local stakeholders;
  • Develop/adapt rigorous, simple and effective M&E tools to be used by delivery partners to monitor and/or evaluate on their own;
  • Provide technical advice and guidance on operational research/learning agenda;
  • Technical leadership and review of key evaluations (baseline, mid-line, end-line) and annual studies;
  • Day to day implementation of the M&E Plan, including:
    • compiling monthly data on program deliverables,
    • tracking risks;
  • Support/coordinate contracted researchers/enumerators as needed;
  • Provide training, supervision and mentoring to M&E Officers as well as technical assistance to other technical advisors and partner organizations, especially in learning and planning processes;
  • Contribute to strategy development through reviewing program logistical framework, quality of data, capacity of project team and partners and project resources.
  • Conduct organizational / institutional assessment of partner organizations;
  • Foster links with other relevant programs and pursue opportunities for collaborative activities and provides technical assistance to other primary stakeholders.

General Qualifications

  • Vietnamese and international experts are welcome to apply
  • At least 7 years of experience in monitoring and evaluation in the areas of gender and private sector development; past experience in Vietnam or Southeast Asia is desirable;
  • Master’s degree or higher qualification in development studies, economic development or social sciences or other relevant field of study;
  • Demonstrated experience in designing and implementing M&E systems and participatory tools in a multi- faceted program, conducting impact studies and case study development, as well as using Management Information Systems (MIS);
  • Past experience on funded projects is strongly desirable;
  • Demonstrated experience in data collection and analysis using both quantitative and qualitative methodologies;
  • Experience with organizational and institutional assessment and supporting development and performance improvement mechanisms;
  • Excellent coordination, networking and partnership building skills;
  • Good communication, reporting and intercultural skills for communication with different stakeholders;
  • Excellent communication and writing skills (oral and written) in English, including an ability to write high level technical reports and effectively.

GENDER SPECIALIST

The Gender Specialist will be responsible for providing technical and programmatic support in gender equality and Women’s Economic Empowerment.

Responsibilities:

  • Provide direct technical assistance and guidance on women’s economic empowerment to the program and its delivery partners.
  • Support the development of tools, systems, processes and approaches that continuously improve technical excellence and impact in the area of transformative approaches to women’s economic empowerment.
  • Lead, coordinate, support, and/or conduct gender and power analyses, effectiveness and efficacy studies, appraisal, evaluation and needs assessments as required by the program.
  • Assist with quantitative/qualitative assessments in targeted communities to assess effectiveness of interventions and impact.
  • Support delivery partners to understand the role of gender equality and women’s economic empowerment for the Program impact groups.
  • Ensure gender equality and women’s economic empowerment criteria are well integrated into market-systems approaches.
  • Work closely with other technical specialists to integrate gender across all Program components.
  • Facilitate and support a strong learning and knowledge sharing community around gender-transformative practices amongst delivery partners.
  • Represent work being done in gender-transformation and women’s economic empowerment under the Program in relevant internal and external forums.

General Qualifications

  • Vietnamese national
  • Master’s degree (or equivalent) in social sciences, international studies, or a related field with a focus on gender.
  • Minimum of 8 years’ experience in development sector (NGOs, CSO), with at least 5 years’ experience with women’s economic empowerment, and/or gender/social inclusion related job.
  • Good experience in project management, advocacy and knowledge management.
  • Good understanding of business and private sector.
  • Initiative and creative in solving problems with strong facilitation and analytical skills
  • Strong ability to work both independently and in a team
  • Good organizing skills and interpersonal skills
  • Excellent English

Duration of assignment:

  • Full-time is preferred.
  • Duration: one year contract with the possible of extension.
