Monitoring and Evaluation Specialist (M&E)

1.BACKGROUND AND RATIONALE

Vietnam Forests and Deltas (VFD) is a five-year Program funded by USAID, implemented by Winrock International in partnership with MARD, provincial governments and other partners including the Netherlands Development Organization, American Red Cross, Viet Nam Red Cross and Center for Sustainable Rural Development. Began in late 2012 the VFD program will help putting into practice the national policies and strategies on response to climate change and low emissions development with a focus on reducing emissions from forestry and agriculture sectors and strengthening climate-smart livelihoods and settlements, particularly in rural areas. Addressing long-term climate change risks and gender vulnerabilities in both forest and delta landscapes are key program objectives.

The goal of the VFD is ‘to help accelerate Vietnam’s transition to climate-resilient, low-emission sustainable development.’ It was developed to assist the GVN in moving recently enacted national policies and legislation on climate change adaptation and green growth into practice at provincial and local scales. This will be achieved through a unique vision whereby climate change mitigation and adaptation strategies to evolving long-term climate risks will be combined within provinces which demonstrate contrasting natural resource management and disaster vulnerability scenarios, particularly through selection of lowland delta areas contrasting to upstream watershed forested provinces.

VFD has two main components: sustainable landscapes interventions that reduce greenhouse gas (GHG) emissions from the “green sector” (initially forestry but now also including agriculture) in provinces with forested landscapes and climate change adaptation implementation and planning for the long-term in Vietnam’s two major delta regions.
Currently, VFD is seeking an experienced candidate for the position of M&E Specialist of this program.

2.POSITION DESCRIPTION

The M&E Specialist will be responsible for improving the implementation of the program’s comprehensive M&E system that integrates climate change mitigation and adaptation considerations. The M&E system will track activities in program sites throughout Vietnam. The M&E Specialist will lead the collation of data that measures progress, track effectiveness, and provides continuous assessment of progress toward project targets and benchmarks and ensure quality control and rigorous monitoring and evaluation. The M&E Specialist will mobilize field teams to monitor on-the-ground performance and ensure achievement of project results and objectives. The position is based in Hanoi with require to travel to field offices and/or field location sites within the project area. He/she will work in close collaboration with other project staff, partner organizations and field-based Vietnam Forest and Deltas teams.The M&E Specialist will work under direct supervision of DCOP. He/she will report directly to the program COP, DCOP, and Winrock International HQ.

3.SPECIFIC RESPONSIBILITIES

3.1.Responsible for oversight all works related to M&E and data of program, that includes:

  • Support all relevant partners (including implementing partners and sub-contractors) to follow all M&E procedures/ forms/ tools/ mechanisms,
  • Frequently collect data and analyze collected data for reporting to the donor,
  • Frequently upload data to AID Tracker, TraiNet,
  • Periodic provide information on progress of program for program management team,
  • Frequent conduct data quality assessment (DQA), and so on

3.2.Responsible for provide technical guidance, trainings, etc. for all relevant program’s members as well as related partners.

3.3.Take the lead in designing, in collaboration with program components and other relevant specialists, templates or questionnaire or etc. to collect program intervention information.

3.4.Collaborate directly with Vietnamese counterparts of the program (CPMU, PPMU, and other related departments and ministries, and liaise with Government of Vietnam) to monitor the progress of the program implementation (in both quality and quantity angles).

3.5.Take the lead in collaboration with program components to conduct (or work with service providers) evaluation (mid-term evaluation, and other evaluations for specific program interventions) based upon requirement of program management board or the donor.

3.6.Responsible for consolidation of program’s plans and implementation report (Annually, Quarterly, and Monthly) in collaboration with components and other sub-contractors.

3.7.Coordinate with the program’s operations team to frequently update:

  • The document of M&E Plan to make sure all indicators meet requirements of the donor and capture all program intervention to monitor and evaluate, and
  • The DQA Sheet according to requirements of the donor and make sure all M&E approaches/ methods (data collection, data filling, data processing, data accuracy, etc.) are consistent with M&E practical works and documented.

3.8.Other as required from COP, DCOP, Winrock International HQ, and USAID.

3.9.Further develop and assure implementation of VFD qualitative monitoring tools that are developed (VFD Governance Scorecard, Protection Management Tracker Tools, etc.) and those in development or to be developed (Post VCA Scorecard, Gender Scorecard, Post-training survey, etc.).

3.10.Lead the measuring and reporting of VFD’s Carbon Footprint.

4.REQUIRED QUALIFICATIONS AND EXPERIENCE

  • University degree or master’s degree in related fields,
  • Strong knowledge and experience in monitoring and evaluation of development programs with minimum five years of experience in M&E for development project,
  • Strong knowledge and experience in sectors of Climate Change Adaptation and Mitigation with specific experiences in DRR, VCA, REDD+, CO2 emission, agriculture livelihood, and forestry,
  • High skill in database management and data process,
  • High skill in IT (Internet, MS office with advanced use of MS Excel, SPSS),
  • Good inter-personal, communication skills, and team work,
  • Skill and experience in training with demonstrated ability in facilitation skills and conducting participatory training,
  • Experience and skill with research, survey, and data analysis,
  • Good analytical and report writing skills,
  • Excellent written and verbal communication skills,
  • Familiar with USAID M&E regulation, and
  • Willing to travel to project sites.
