Monitoring, Evaluation, and Learning Manager (MELM)
Deloitte Consulting is seeking applicants interested in the “Monitoring, Evaluation, and Learning Manager (MELM)” position for the USAID-funded V-LEEP II program. USAID V-LEEP II is helping Vietnam continue its transition to a clean, secure, and market-based energy sector by increasing the deployment of advanced energy systems, improving energy sector performance, and increasing competition in the energy sector. In support of this goal, the MELM will be responsible for leading and implementing VLEEP II’s Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning, and Adapting (CLA) activities both for USAID and the Government of Vietnam (GVN) as required in the Task Order contract and Project Document, respectively. The MELM will report to the V-LEEP II Chief of Party (COP), while working closely with the technical teams.
This is a local Vietnamese long-term position based in the V-LEEP II project office in Hanoi, Vietnam. Limited domestic travel may be expected as required by project activities. Work and travel will be in compliance with the policies and procedures of the Vietnamese and US governments, Deloitte Consulting, and the V-LEEP II project office. Qualifications:
- At least 7 years of working experience; 10 years experience preferred; with at least 4 years working in monitoring and evaluation (M&E) and/or data analysis;
- Bachelor’s degree in marketing, research, statistics or another relevant field;
- Professional fluency in English and Vietnamese required (both verbal and written);
- Previous monitoring, evaluation, and learning experience; USAID-specific experience preferred;
- Demonstrated ability to track implementation of processes, activities and/or programs, and draft recommendations for improvement;
- Excellent organization and time management skills, attention to detail, ability to meet and beat deadlines, self-motivated with excellent verbal, written communication and presentation skills;
- Strong knowledge of Microsoft Excel and Word required; strong data analysis and visualization skills preferred
- Demonstrated organizational management skills required to track staff movements, activities, reports, data and ensure complete and accurate record management
- Able to engage effectively with counterparts and technical staff and work as part of a supportive team to document results objectively and in clear terms
- Strong understanding and/or experience working with international aid organizations and partner government agencies in a development context preferred;
- Experience working in cross-cultural and bilingual working environments.
Responsibilities will include:
- Lead the tracking, monitoring, reporting and documentation of V-LEEP II project activities under the supervision of the COP.
- Oversee implementation of the Activity Monitoring, Evaluation, and Learning Plan (AMELP), including leading revisions (as needed), establishing data collection and analysis standards, developing indicators, and measuring progress towards achieving project objectives.
- Ensure the data quality of V-LEEP II indicators to meet USAID standards.
- Manage the process to develop and update relevant contractual deliverables in coordination with technical teams.
- Provide strategic direction on all matters pertaining to MEL contractual requirements, data collection and aggregation, indicator documentation, and monitoring progress of technical results.
- Lead the quarterly MEL sharing and other data use events.
- Provide supervision and guidance to MEL officer to conduct relevant MEL tasks.
- Build the capacity of V-LEEP II staff to collect required data from activities and input into MEL database to be used to drive decision-making on technical activities.
- Monitor and track the progress of delivering technical outputs.
- Contribute to quarterly, annual, and other ad hoc required reporting updates on V-LEEP II MEL progress for USAID and GVN audiences.
- Maintain V-LEEP II’s MEL entries in USAID’s Development Information System, uploading program results on a quarterly and annual basis.
- Liaise with USAID Learns II project and the Mission on a routine basis to review and incorporate MEL best practices for data analysis, project reporting, CLA, and other activities.
- Engage with project stakeholders to conduct MEL data collection (i.e. informant interviews, focus groups, surveys) and to obtain activity data needed to measure project results.
- Coordinate with Communications Manager to share best practices with other external audiences, success stories, and generate new ideas for collaboration and learning.
