Monitoring, Evaluation, and Learning (MEL) Assistant

Chemonics International seeks applications for a long term, full time Monitoring, Evaluation, and Learning (MEL) Assistant for the USAID-funded Vietnam Strengthening Provincial Capacity (SPC) program. SPC is a four-year program aimed at improving the efficacy and sustainability of economic reform-oriented provincial capacity building services.

1. Purpose

The Monitoring, Evaluation, and Learning (MEL) Assistant will assist the MEL Specialist in performing and ensuring proper implementation of monitoring, evaluation and learning on the project. Specific tasks include: support the formation and regular updating of Monitoring, Evaluation and Learning Plan (MELP); participate in monitoring and evaluating progress toward planned milestones, achievements and expected results, and supporting reporting on such progress; assist in efforts related to collaborating with other projects and stakeholders to share learning opportunities; and build the capacity of staff to ensure quality data collection and
reporting.

2. Illustrative Duties

  • Assist with the design and implementation of the MELP including data collection, data entry, and results reporting to meet USAID requirements for learning activities and other aspects of data management
  • Support to create, organize, and submit the reporting and documentation required by the MELP and the project’s contractually-required progress reporting and deliverables
  • Assist to develop, with input from technical staff, appropriate data points and methods for collection for MEL as a whole per the MELP, as well as individual activities or events implemented by the project
  • Participate in developing, with input from technical staff, appropriate measurable results and progress milestones and methods for data collection
  • Efficiently enter and support analysis of various data collected into project data systems. Support efforts to minimize duplication of data, target groups and activities implemented within the framework of the project
  • Implement data collection and tracking tools for survey data, results and progress information (in coordination with technical staff) for the project and individual activities or events implemented by the project
  • Assist the MEL Specialist in building capacity of staff in data collection and data quality assurance methods and other aspects of data management. Work with other partners as appropriate and required to increase capacity to provide quality, timely data
  • Ensure safe custody of all MEL documents including the data collection tools, minutes of meetings, reports and other documents in a central location in both soft and hard copies as appropriate
  • Ensure procedures in place to monitor and document the critical assumptions as laid out in the SPC MELP and support the process of updating the SPC MELP on an annual basis
  • Perform any other tasks assigned by the MEL Specialist consistent with the overall nature of the project

3. Minimum Qualifications

  • Minimum two (2) years of demonstrated experience with monitoring and evaluation and in analysis and reporting on program impact and implementation is highly desirable
  • Experience and/or good understanding of donor organizations, preferably USAID
  • University degree or higher in a relevant field required
  • Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint)
  • Professional level in English and Vietnamese
