They are currently seeking a talented and motivated Vietnamese individualworking full time with our dynamic team in Hanoi for below position:
Job Title: Monitoring & Evaluation (M&E) Manager
Report to: Deputy Country Representative (DCR)
Job purposes: M&E Manager will play a key role in operating PSI’s Management and Information Systems, including monitoring and data quality assurance systems.
The incumbent will work with the Country Representative (CR) and DCR to achieve linkages across different program areas, to ensure that program activities and measurable results are appropriately monitored against targets in compliance with PSI policies, annual project targets and workplans and donor requirements.

Major duties:
- Refine existing MIS database and monitoring systems to meet the evolving needs for quality data regarding programmatic performance.
- Responsible for overseeing all M&E activities to improve the collection and analysis of routine data to inform program decisions including sales data, sales outlet data, outreach data, and other social marketing program monitoring data.
- Work closely with partner organizations and consultants and contribute to sector-wide strategic information/M&E discussions.
- Supervise MIS officers to ensure that the MIS data is regular updated, analyzed as per program requirements and provide inputs to monitor status of program implementation. This includes identifying problems in a timely manner and providing feedback to managers, field staff, Director of Programs and CR.
- Provide regular feedback to program staff about the quality of inputs and consult with them to develop output reports.
- Provide technical oversight and guidance to partners to ensure sub awards adhere to M&E guidelines and reporting requirements.
- Provide training for PSI staff members (including Sales Representatives) and other partners to ensure M&E systems and tools are correctly utilized to collect quality MIS data and to promote best practices including the use of Unique Identifier Code (UIC) methods to track unique individuals reached through outreach as opposed to interpersonal contacts.

Selection criteria:
- University degree in a related field
- At least 2 years of management experience
- Proven experience in using statistic software packages (EPI, SPSS, Access...) and other Microsoft office packages
- Excellent presentation skills, good analysis and report skills, logical thinking and have eyes on details
- Strong written and oral communication skills in both English& Vietnamese
- Working experience with market research agencies considered a plus
