Terms of Reference – MERL Officer (national position)

LOCATION: Hanoi, Vietnam - (with travel to project sites as required)
DURATION: Full-Time (up to 60 months)
REPORTING TO: Operations Manager

Background

The Australia for Transport (A4T) program aims to increase investment in Vietnam’s transport infrastructure, leading to an enhanced transport network that supports economic growth and poverty reduction. The Australia Technical Advisory Group (ATAG) will be contracted by DFAT to work with the Ministry of Transport (MOT), its PMUs and industry partners to bring about faster project development and improved quality of transport infrastructure making use of funding from all financial sources.

Description of Duties

The MERL Officer will be responsible for supporting the ATAG fulfil its activity monitoring, performance assessment, learning, as well as public reporting and  communications functions.

Key responsibilities include:

Specific Responsibilities

  • Working with international STA, help develop the project’s M&E Plan and support the team in its daily application. Ensure compliance with DFAT M&E Standards, while being fit for project purpose, and where possible harmonized with MOT and MPI M&E systems and reporting obligations.
  • ­Ensure the M&E Plan and its implementation by project personnel mainstreams gender and social inclusion priorities of DFAT and MOT via appropriate indicators, data, consultation methodologies, and reporting products.
  • Working with key delivery partners and stakeholders such as PMU2 and Women’s Union to develop and support their application of A4T activity-specific M&E systems.
  • ­Support development of major project progress and performance reports, knowledge products, and media releases, including commissioned surveys and studies on project impact as may be required.
  • Working with international STA, help develop the project’s Communications and Publicity Strategy, identifying major messaging and engagement channels for the project’s diverse stakeholders, both public and private. Working with the ATAG and DFAT Post, apply the Strategy including tailored measures and media to reach women as well as men on subject messages.
  • Oversee delivery of knowledge content, including maintenance of the project’s web and media platforms, whilst ensuring compliance with AECOM, DFAT and MOT media policies and prior approvals.
  • Ensure full integration of gender equality, disability and social inclusion across the program.
  • Comply with AECOM and client policies and procedures, including (but not limited to) the AECOM Code of Conduct, Fraud and Anti-Corruption Policy, Confidentiality, Child Protection and Health and Safety), as well as being compliant with the requirements and laws of Vietnam.

Knowledge, experience and competencies

  • Tertiary qualifications in a relevant field
  • ­At least 10 years’ experience, including long-term assignments, in M&E, MERL and/or Communications positions on donor funded projects in Vietnam, including examples of assignments in the transport sector
  • Expertise in developing and implementing knowledge management and communications strategies on large donor-funded programs
  • Demonstrated experience of working collaboratively with a diverse range of stakeholders both public and private, NGOs, and project implementation teams
  • Demonstrated ability to work with, and effectively incorporate the views of, people from a range of cultures and social contexts, including women, youth and the disabled, as part of past M&E, MERL or Communications positions
  • Demonstrated experience in producing both quantitative and qualitative performance information, as part of project MERL
  • Ability to mentor and build M&E capacity with project colleagues and delivery partners
  • Highly effective communication, negotiation and representation skills
  • ­Ability to oversee electronic media and publicity platforms, including websites, facebook, LinkedIn, Twitter, etc..
  • Fluent in Vietnamese and English
  • ­Some exposure to regional or international activities outside of Vietnam is considered an advantage
