As part of the US Centers for Disease Control and Prevention (CDC)-funded Technical Assistance Platform (TAP) project, PATH supports the Vietnam Administration for HIV/AIDS Control (VAAC) and Vietnam’s Ministry of Health (MOH) to develop and deploy the HIV/AIDS information systems. PATH also supports countries to reimagine primary health care through a people-centered, data-driven approach that makes good health accessible for everyone.

PATH is seeking a MERL staff member based in Ha Noi who works under the Primary Healthcare Program to support our projects.

Job Summary: The MERL officer will be responsible for designing, implementing, and managing the monitoring and evaluation framework for our projects. This role involves collecting, analyzing, and reporting data to ensure data quality, the effectiveness and impact of our programs. The MERL officer will work closely with program teams to ensure data-driven decision-making and continuous improvement.

Key responsibilities:

The M&E officer will undertake the following tasks:

  • Support for the development of structured and systematic M&E frameworks for projects of the PHC program; take the lead for the implementation of M&E frameworks.
  • Collect, clean, analyze, and interpret data to assess program performance and impact.
  • Implement the guidelines of regular data quality audit and facilitate demo data quality audit activities at site level for staffs of the project’s implementation partners to ensure consistency and accuracy of data recorded and reported of the projects
  • Provide technical support on data use for decision making approaches, including triangulation of data in different information systems, conduct data analysis to extract actionable insights that inform strategic decisions.
  • Collaborate with the technical working groups to analyze the requirements for the HIV/AIDS information system, proposing solutions for system customizations and ensuring data integrity among various HIV/AIDS information systems.
  • Provide technical support during information system development and implementation, working closely with IT vendors to monitor performance and address challenges.
  • Support government stakeholders in assisting end-users of HIV/AIDS and other information systems at the provincial, district, and commune levels.
  • Offer technical advice to government stakeholders and IT vendors on optimal data models to facilitate seamless data linkage across heath information systems, ensuring compliance with MOH-required indicators.
  • Assist in developing and implementing Standard Operating Procedures (SOPs) and robust data quality assurance processes to ensure consistent data quality across multiple health information systems.
  • Perform additional tasks as required.

Required qualifications and experience:

  • Bachelor’s degree in a relevant field (e.g. Public Health, Social Sciences, Statistics, Data Analytics, Development Studies). Master's degree in those fields is an advantage.
  • At least three years related experience in M&E, learning and research of public health programs. Deep understanding of MOH indicators and regulations related to HIV/AIDS information systems and/or chronic diseases is preferred.
  • Experience in the data collection, management, and analysis of quantitative and qualitative data.
  • Strong analytical skills and proficiency in data analysis software.
  • Proficiency in database management systems, and dashboard development.
  • Strong organizational and time management skills.
  • Attention to detail and a high level of accuracy.
  • Demonstrated ability to provide technical guidance and support to government stakeholders and IT vendors.
