Project Summary:

This DFID-sponsored project will support the implementation of the international donor Anti-corruption Strategic Fund in Vietnam through 2015. The project will help to design and manage high quality research in the field of anticorruption, manage support to the mass media to build their capacity to address anti-corruption issues, organize anti-corruption dialogues and roundtables, work with relevant government and civil society stakeholders to implement transparency initiatives, and monitor and evaluate the progress of the overall program.

Position Summary:

The Monitoring and Evaluation Specialist will serve as the resident expert on monitoring and evaluation, and be responsible for developing and implementing the M&E plan, overseeing the ongoing collection of data and leading the collection of annual periodic reporting documents. The Monitoring and Evaluation Specialist reports directly to the project’s Team Leader.

Responsibilities:

• Serve as the resident expert in M&E and provide strategic thinking and design programs and studies to carry out the program

• Work closely with project colleagues to implement M&E systems and reporting;

• Produce M&E related reports and contribute to quarterly and annual reporting as relevant;

• Manage the repository of tools, guidelines and reference documents for M&E and other materials.

Qualifications:

• Demonstrated expertise in M&E for an international organization required; experience with DFID or USAID-funded projects strongly preferred

• A bachelor degree in statistics, development or other related field;

• Strong written and oral communication skills;

• Professional level fluency in English required.

Project/Proposal Summary:

This DFID-sponsored project will support the implementation of the international donor Anti-corruption Strategic Fund in Vietnam through 2015. The project will help to design and manage high quality research in the field of anticorruption, manage support to the mass media to build their capacity to address anti-corruption issues, organize anti-corruption dialogues and roundtables, work with relevant government and civil society stakeholders to implement transparency initiatives, and monitor and evaluate the progress of the overall program.

Position Summary:

The Finance Director will be involved in day-to-day project administration, grants management, financial management and procurement oversight. He/she will assist with verifying that all financial reporting, grants and sub-contracts comply with donor regulations. This is a 3-year full-time position based in Hanoi. The assignment is expected to start in fall 2012.

Responsibilities:

• Oversight of day-to-day project administration, grants management, accounting, and procurements reporting to the Team Leader;

• Providing guidance on finance, administration, and procurement to the rest of the staff;

• Assisting with financial reporting to MSI headquarters and to the project donor, DFID;

• Maintaining accurate and timely financial information.

Qualifications:

• Prior experience managing finance experience on donor-funded projects required, DFID experience preferred;

• Knowledge of DFID rules and regulations, particularly as related to finance, contracts, grants, procurement and reporting required;

• Degree in finance, accounting, or related field required;

• Professional level fluency in English is required.

The project will help to design and manage high quality research in the field of anticorruption, manage support to the mass media to build their capacity to address anti-corruption issues, organize anti-corruption dialogues and roundtables, work with relevant government and civil society stakeholders to implement transparency initiatives, and monitor and evaluate the progress of the overall program.

Position Summary:

MSI seeks an experienced anti-corruption/good governance specialist to provide expert technical advice to government, civil society, the media and other stakeholders, conduct training workshops, and help guide and adjust the program so that it achieves its anti-corruption objectives over the longer term.

Responsibilities:

• Manage, provide technical advice, and monitor program components and assure that the overall program is meeting proposed objectives and targets;

• Provide senior technical assistance to government, civil society, media, and research organizations on issues of strengthening their institutional capabilities, procedures and coordination with regard to their anti-corruption functions;

• Serve as the senior anti-corruption specialist for the project and as the principal liaison with Vietnamese counterparts in government and non-governmental institutions in country;

• Supervise and coordinate the work of local staff and local support organizations;

• Contribute to preparing work plans, and monitoring and evaluations plans. Prepare technical reports and other administrative information as required;

• Provide primary interface for the project with Vietnamese partner groups and government authorities;

• Help coordinate program activities with other donor programs.

Qualifications:

• Experience promoting anti-corruption reforms in a development setting and skilled in suggesting appropriate models from other countries – especially related to accountability and transparency initiatives;

• Prior experience working on or managing international donor-funded projects, particularly DFID and USAID, required;

• Directly relevant regional, cultural, and developmental experience; • English fluency required.
