Monitoring Short- term Consultant (Team)

Bread for the World (BftW) is a German non-government ecclesial organisation working throughout the world with the objective to contribute to an inclusive socio-economic development to overcome poverty. Guiding principles are social justice and ecological responsibility.

The regional office (RO) in Hanoi is cooperating with local and international partner organisations since 1996.

For our operations in Vietnam and Laos, we are looking for a

Monitoring short- term consultant (team)

Who shall support partner organisations in setting up result-based monitoring frameworks, including simple IT supported data handling systems (data collection and assessment) to be enabled to efficiently report achieved impacts against set outcome and output indicators.

We trust that the expert is highly familiar with the logical framework approach and result chains in development cooperation.

Your tasks in detail

  • Meeting with the representative and programme staff in the regional office in Hanoi for briefing
  • Customized organisational consultations with different partner organisations in Vietnam and /or Laos
    • Analysis of the M&E system of specific partner, identification of strength and weaknesses, areas for improvements
    • Development and introduction of a comprehensive but manageable M&E system
    • Analysis of and suggestion for improvements for (future) baseline surveys
    • Technical support for the improvement or development of questionnaires, based on the objectives and indicators agreed between BftW and partner, reflecting on outcomes rather than outputs
    • Introduction and training of specific partner organisations and target groups on if appropriate IT supported user-friendly data collection and processing and management tools
    • Field demonstrations (data collection and processing, analysis based on the questionnaires)
  • Meeting in the regional office in Hanoi on findings and recommendations
  • Written report

Your job profiles

  • Master degree in International Development Studies, Social Sciences or other related studies with strong skills in Statistic and IT
  • At least 10 years of working experience in the area of M&E for relevant bi-lateral, multilateral or reputable (I)NGOS
  • At least 5 years of working experience in Vietnam and/or Laos
  • Fluent in written and spoken English is a precondition
  • Fluent in Vietnamese and/or Lao language will be an asset

Work locations are different cities in Vietnam and Laos and project sites

The assignment will take place between August and December 2019
