NATIONAL CONSULTANCY TEAM For Adaptation Component, Vietnam Forests and Deltas Programme

The American Red Cross (ARC) is a partner in the USAID supported Vietnam Forests and Deltas Programme under the Ministry of Agriculture and Rural Development.

The programme is seeking a team of Vietnamese consultants, a national consulting firm, an institution or a non-Government organization based in Vietnam.

The main objective of this assignment is to provide technical support to improve the safety and climate resilience of existing communal shelters, including ensuring access to adequate water and sanitation facilities therein.

In particular:

PHASE I - REVIEW

A.Complete a comprehensive literature review and desk study of Vietnam Government and non-government action in safer and resilient construction and draft a review of the experiences and good practices in safer, resilient shelter design.

PHASE II - ASSESSMENT & TENDERING

B.Develop selection criteria to determine from the existing communal houses/other structures in 60 communes in 5 districts of Long An and Nam Dinh, which will benefit most from improvements/retrofitting.

C.Undertake an assessment of existing communal houses/other structures in all 60 communes and prioritize a subset that will benefit from upgrades.

D.Agree upon and initiate a tendering process to undertake the proposed works for the selected shelter facilities in each commune.

E.Complete: a review of tenders, a Comparative Bids Analysis, an agreement on selected vendors, a Comprehensive Quality Assurance and Technical Monitoring plan and SOPs for compliance with technical specifications for construction and the establishment of project monitoring teams.

PHASE III - AWARENESS RAISING, CAPACITY BUILDING, RETROFITTING & CONSTRUCTION

F.Increase awareness of retrofitting, safer, resilient construction and of appropriate water/sanitation facilities, through capacity building that includes technical training and two, in-country study tours for selected GoV officials, local artisans and local construction firms from each province.

G.Develop the technical content and justification for funding proposals tailored to a range of donors, including the People’s Committees and also other external donors to help leverage additional funding for improvements.

H.Work with the Department of Constructions and the People’s Committees to oversee, monitor and provide expert advice and support for the retro-fitting and/or the construction of existing communal houses/other structures and of water/sanitation facilities therein, in a culturally appropriate and sensitive manner.

PHASE IV - FINAL REPORT WRITING

I.Provide a detailed final report in both Vietnamese and English.

The consultants will work for estimated 160 working days over a period of 21 months from March 2015 to December 2016.
