National Consultant on Climate Change
Program Title: Civil Action for Socio-economic Inclusion in Sustainable Development for Northern Ethnic Minorities in Vietnam (CASI)/ Disaster Risk Reduction and Climate Change (DRR&CC) Program
Location: Hanoi with field trips to project sites as required
Duration: 1st October – 15th December 2013
1.Background
CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.
The program Civil Action for Socio-economic Inclusion Programme in Northern Vietnam, CASI III’s objective is: Civil society organisations and representatives of those who are at risk of socio-economic exclusion among Northern ethnic minorities are increasingly involved in setting the agenda for more inclusive development approaches and policies.
CASI, through its partners, will also ensure that adapted and participatory models, approaches and tools are applied in a way that is empowering and enabling for the target population, with potential spin-off effects for secondary beneficiaries.
This Terms of Reference describes the responsibilities of the Climate Change (CC) consultant.
2.Position Summary
The CC Consultant will assist the DRR&CC Program Manager to implement the CC activities within CASI III. The tasks include technical supporting capacity building for ADC as CASI partner to develop climate change adaptation models/ evidence based for advocacy and provide intensively technical advice and support to the program partners in development, implementation and monitoring of coping with disasters and climate change.
3.Main/specific duties:
- Regular contact and support ADC with the testing, reviewing and verification of IK adapting to CC along with scientific data in models of ADC
- Join the field trip to make necessary adaptation to the tools/methodology
- Strong support ADC to generate and analyse data and report finalisation
- Support ADC to develop the priotized resilient livelihood models basing on the research combined with necessary modified science and technology for evidence based advocacy
- Support in the development of training materials/ guidelines on CBA using IK
- Other tasks required by the DRR&CC Program Manager
4.Outputs
With support from consultant, the outputs expected to be gain during this contract are
- the high quality research on indigenous knowledge and climate change and
- guidelines on community-based adaptation using indigenous knowledge will be developed and finalized
- Ideas for the resilient livelihood models that combine indigenous knowledge and scientific technology
5.Work-plan
The Consultant and CC&DRR Program Manager and CASI team (Thanh, Hanh) will work together to develop monthly work plan.
6.Timeframe
The consultancy work requires approximately 25 working days from 1st October to 15th December 2013.
7.Other requirement
CC Consultant is required to work at CARE office as work plan agreed between the Consultant and his/her supervisor. The Consultant is also required travel to the project sites in Bac Kan, and other provinces to fulfil the tasks.
In order to facilitate the consultancy, CARE will provide all required logistical support such as accommodation and transportation to/from/within project area as work plan.
8.Report and management
The CC consultant is supervised by and report to the DRR&CC Program Manager.
9.Consultant benefit
The consultant will be paid $120/day. This is all payment of CARE Vietnam for the consultant to fulfill this consultancy. The consultant will be responsible for PIT, health insurance. The payment will be made at the end of the contract.
The consultant will use fees to pay for per diem & personal communication costs during the consultancy.
10.Qualification
- University Degree in environment or relevant subjects
- Strong experience/knowledge with climate change and disaster risk reduction and upland livelihood and/or natural resource management system and challenges
- Good capacity to facilitate participatory climate change/disaster risk reduction tools, methodology, analysis, model development.
- Good communication, good facilitation and team work
- Fluent English
- Experience/skills with research, survey and documentation.
- Understanding of ethnic minority discrimination, underlying causes of poverty, respect for ethnic minority knowledge and capacities
- Good writing skills in both English and Vietnamese
