Background information

Family Health International (FHI 360) is a nonprofit international development organization dedicated to improving lives through integrated and locally driven solutions. The Fleming Fund Country Grant is the first grant from the government of the United Kingdom of Great Britain and Northern Ireland (UK) funding for Viet Nam to address critical gaps in surveillance of antibiotic-resistant bacteria in Vietnam. It has been created in response to a Request for Support from the Government of Vietnam to tackle one of the public health priorities in the Global Action Plan on AMR. This grant aligns with the national antimicrobial resistance (AMR) policy framework and with the investments made by other donors and stakeholders in this area.

This first Fleming Fund Country Grant for Vietnam focused on strengthening the antimicrobial resistance (AMR) and antimicrobial use (AMU) surveillance systems in both the human and animal health sectors towards the One Health Approach to bring together multi-sectoral stakeholders to share surveillance data and gain better understanding of AMR and AMU, contributing to the government’s efforts of developing national multi-sectoral AMR/AMU stewardship strategies and plans.

In Vietnam, one of Fleming Fund Project’s workstream provides the support to the direction of National AMR Steering Committee (NSC) to develop a National Strategy for Combating Drug Resistance 2022 – 2030 and vision to 2035 (National Strategy), leading by the Ministry of Health (MOH) with the engagement of a National Steering Committee (NSC), international and national organizations, and especially strong contributions of the Ministry of Agricultural and Rural Development (MARD). 

According to the Concept Note of Overall Review of AMR Situation, FFP is seeking services by a national consultant to provide technical and professional supports for the development of a draft National Surveillance Plan, which is  the guiding principles forming the basis of AMR National Action Plan including national strategic, operational and a strategy for gradual implementation of the national surveillance system plans which are the strategic priorities defined earlier National AMR Strategic Framework AMR. The strategic contents under these main priorities have been further elaborated into main activities, with outcomes, timeframe and assigned responsibilities of all relevant sectors at the national, provincial (hospital) levels.

In addition to that, the incumbent national consultant will also support the specific activities of the functional National Steering Committee by developing its operational regulations/TOR as asll as preparing standard meeting minutes and report templates.
