National Consultant for active antimicrobial resistance surveillance in pigs and chickens

1. Detailed Description of Tasks to be Performed:
 
The Vietnam Fleming Fund Country Grant (FFCGVN) – Tackling Antimicrobial Resistance in Vietnam addresses critical gaps in the surveillance of antimicrobial- resistant bacteria in Vietnam. The Grant supports the Governmental entities that are involved in antimicrobial resistance (AMR), antimicrobial use (AMU), and antimicrobial consumption (AMC) surveillance in Human Health, Animal Health and Envinronment Health sectors to implement the National Strategy on prevention and control of antimicrobial resistance in Vietnam in the period 2024-2030, vision to 2045 by the Prime Minister. The Grant has committed to supporting the Department of Animal Health and Production (DAHP) under the Ministry of Agriculture and Environment in implementing an active surveillance program for AMR in bacteria carried by healthy chickens and pigs that may contribute to AMR in humans.
 
FFCGVN is seeking a qualified and experienced Vietnamese consultant to provide high-level technical support in designing and monitoring the implementation of active AMR surveillance program. Responsibilities include selecting sample sites in 15 provinces, developing and implementing a sampling plan, and reviewing and finalizing reports.
 
 2. Objectives:
 
 Under this scope of work, the Consultant is expected to achieve the following objectives:
  • Support three laboratories (NCVHI1, NCVHI2, RAHO4) in selecting sampling sites in 15 provinces for the active AMR surveillance in pigs and chickens.
  • Monitor and supervise the progress of sample collection, testing, and transportation for surveillance activities conducted at the three laboratories and 15 provincial Sub-Departments of Animal Health and Production. 
  • Support and provide technical input in the processing and validation of surveillance data, and in the finalization of the report; and develop proposal and agenda for a conference on sharing AMR surveillance results.
  • * Note: Additional deliverables and equivalent working days may be included in a contract modification to align with the agreed-upon plan if required.

Qualifications
  • Doctor of Veterinary Medicine and Master degree in Veterinary Science or Animal Science or relevant to veterinary subject and five years of experience in working in AMC/U/R topics.
  • Experience in developing active AMR surveillance programs, understanding well in the NAP in animal sector for the period 2017-2020 and the NAP in agriculture sector for the period 2021-2025.
  • Extensive experience in literature reviews, stakeholder consultations, and data analysis related to AMC/U/R and animal health indicators and targets.
  • Strong analytical and report writing skills in both Vietnamese and English.
