Background

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, non-communicable diseases, health system strengthening, maternal and child health and nutrition, diagnostics and laboratory services.

BHP Vietnam is a 3.5-year programme funded by the UK Government’s Prosperity Fund and aims to reduce non-communicable disease (NCD) burden in Vietnam by improving access to safe, quality care using equitable, ethical and sustainable approaches. The programme will accomplish this through the implementation of a set of activities in the following areas: 1) Strategies to Counter NCDs; 2) Education and Training; and 3) Provider Performance Improvement.

We are currently seeking a qualified and highly motivated Vietnamese national candidate to serve as National Consultant in Supporting the Administration Science, Technology and Training – Ministry of Health (ASTT) developing technical guidelines regarding medical specialty education for the Better Health Programme (BHP), based in Hanoi.

Objectives

Under the direction of the Country Technical Lead (CTL), The National Consultant will be responsible for planning, coordinating, implementing, monitoring and reporting BHP Vietnam’s activities under the Work Package Supporting ASTT developing technical guidelines regarding specialty education. The National Consultant will work with international and national experts, the Administration Science, Technology and Training – Ministry of Health, and BHP Country Technical Lead.

Key Responsibilities

Specific responsibilities may include but are not limited to the following:

  • Work with international and national experts, the Administration Science, Technology and Training, and BHP Country Technical Lead to develop work plans, resources and milestones/timelines of milestones under Work Package Supporting ASTT developing technical guidelines regarding specialty education.

  • Supporting ASTT to develop a guideline standard procedure of developing professional core competencies for a specialist in the field of health

  • Supporting ASTT to develop a draft of specialty training regulation for a specialist in the field of health

  • Perform other tasks and relevant duties as required by the CTL

Tasks and Deliverables

The consultant will deliver services to the BETTER HEALTH PROGRAMME for up to 40 days from the period May – September 2020. Key tasks are as follows:

Activity 1. Supporting ASTT to develop a guideline standard procedure of developing professional core competencies for a specialist in the field of health

  1. Reviewing Vietnam documents and legislations and the standard format of professional core competencies of a Specialist

  2. Review and evaluate current professional core competencies developing procedures in Vietnam

  3. Developing a guideline standard procedure of developing professional core competencies for a specialist in the field of health

  4. Validate/finalise by Leading consultation meeting with local and international experts and national workshop with stakeholders

  5. Finalise the final guideline based on the comments from international consultant, BHP team and ASTT

Activity 2. Supporting ASTT to develop a draft of specialty training regulation for a specialist in the field of health

  1. Reviewing and evaluating the current situation of specialty training regulation for a specialist in the field of health

  2. Developing the technical recommendation for the specialty training regulation with the following main contents:
    - Regulations on enrollment;
    - Regulations on developing curriculum;
    - Regulations on training provision;
    - Regulations on the process and graduation assessment;
    - Regulations on management of specialist degree.

  3. Validate/finalise the recommendation for the specialty training regulation by Leading consultation meeting with local and international experts and national workshop with stakeholders

  4. Finalise the final technical recommendation based on the comments from international consultant, BHP team and ASTT

Reporting

The consultant will report to BHP Country Technical Leader
