National Consultant for Project Final Evaluation

HELVETAS Swiss Intercooperation Vietnam is looking for a National Consultant to conduct the final evaluation for a Project on Household Water Treatment and Sanitation, which is implemented in Long An & An Giang Provinces.

The “Household Water Treatment and Safe Storage – Phase 3 (HWTS/SODIS)” project is the continuation of the “Clean Water with Solar Energy and Awareness Raising for Hygiene Sanitation in the Mekong delta, Vietnam” (SODIS&WATSAN) – phase 2 from 2010 – 2012, which supported two provinces of the Mekong River Delta, namely Long An and An Giang, in improving the living conditions of the targeted people and communities through promotion of household water treatment methods, which are lowcost, easy-to-apply and environment-friendly like SODIS, bio-sand filter and sanitation solutions to prevent water pollution at sources.

As the HWTS/SODIS project Phase 3 ends in December 2015, HELVETAS has sought to review and evaluate the project to systematically analyze its achievements up to now. In light of the project’s objective and what has been delivered so far, lessons on supporting model, implementation mechanism and management efficiency, are to be identified to provide recommendations of potential actions to contribute to the project sustainability.

The evaluation will answer the questions whether and to what extent the program has generated positive impacts on the knowledge, attitudes and behaviors of local partners and rural households towards water and sanitation.

Qualifications of national consultant:

- Substantial experience in project management and implementation
- Have professional experiences to conduct the research and evaluation
- Have capacity to analyze findings/results
- Knowledge and experience about water and sanitation, especially in the Mekong Delta is an advantage
