1. Detailed Description of Tasks to be Performed:

Antimicrobial Resistance (AMR) Prevention and Control Strategy  outlines a comprehensive plan to address the growing threat of AMR in the country. This strategy, which covers the period from 2023 to 2030, with a vision towards 2045, highlights the importance of rational and responsible use of antimicrobial agents in humans, animals, and plants as a fundamental approach to combatting AMR.

As the focal point for AMR within the Ministry of Health (MOH), the Medical Service Administration (MSA) in Vietnam plays a critical role in coordinating and implementing strategies to address antimicrobial resistance. To ensure the successful implementation and ongoing monitoring of the National Strategy on Antimicrobial Resistance Prevention and Control in Vietnam for the period 2023-2030, with a vision towards 2045, the Ministry of Health (MOH) recognizes the need for action plan, suivellance plan and antimicrobial usage (AMU) protocol in human health sector.

FFCG1 is looking for a consultant to assist the MSA in developing the action plan, AMR surveillance plan and AMU protocol in human health sector that aligned with objectives of National AMR Strategy. FFCG1 requires the senior consultant to possess expertise and experience in Medicine, Public health, Health policy, and familiarity with AMR/AMU.

2. Objectives:

Under this scope of work, the consultant is expected to achieve the following objectives:

  • Reviewing current AMR/AMU situation and develop the national action plan for the human health sector in line with the National AMR Strategy.
  • Assessing the current surveillance systems and establishing the surveillance framework/plan for real-time monitoring of antimicrobial resistance.
  • Reviewing current antimicrobial usage practices and policies and designing a comprehensive protocol of AMU.

Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan

Qualifications

  • PhD in Medicine, Public Health or Pharmacy.
  • Strong experience in the developing planning/protocol for public health policies and strategies, with strong knowledge and expertise in AMR/AMU.
  • Strong experience on literature reviews, stakeholder consultations, and data analysis related to health indicators and targets.
  • Understanding national and international guidelines and best practices on AMR prevention and control.
  • Experience to work with MSA or Ministry of Health on similar work is preferred.
  • Strong analytical and report writing skills.
  • Good interpersonal skills.
  • Previous experience working with government agencies, especially MSA or international organizations in Vietnam or similar contexts is desirable.
