Review of first year implementation of antiretroviral (ARV) drugs from Social health insurance (SHI)

I. Context of the assignment

Vietnam is strongly committed to the goal of 90-90-90, towards ending HIV by 2030. In 2018, ART coverage was only 64.2% (a national HIV/AIDS strategic objective was 80% by 2020) (Vietnam Administration of AIDS Control Final Review Report of 2018). Given reductions in donor funding, Vietnam is working to put in practice a sustainable financial strategy for HIV, including testing, treatment, prevention. There is, therefore, a transition from HIV financing based on foreign donor funding to domestic resource mobilization through a Social Health Insurance (SHI) scheme. ARV treatment under SHI has been implemented for more than one year, starting from March 2019. Reviewing this implementation to assess its strengths and its opportunities for improvement will support GVN in identifying how to improve SHI-covered ARV utilization for the coming years.

In collaboration with VAAC, USAID Sustainable Financing for HIV will conduct a review of first year implementation of antiretroviral (ARV) drugs from Social health insurance (SHI) (March, 2019 to March, 2020).

Objectives of the review:

  • To assess the implementation of ARV provision under SHI funding.

  • To analyze advantages and disadvantages in the implementation process, and provide recommendations to improve ARV utilization under SHI.

The USAID Sustainable Financing for HIV seeks to hire a local consultant with demonstrated experience and knowledge of public health research (including HIV/AIDS, health economics and SHI) to assist the project in conducting the study.

II. Key responsibilities

The consultant will work closely with USAID Sustainable Financing for HIV and the project’s partners in the following tasks:

  • Reviewing the study protocol to gain and understanding of the study objectives, data security plans, ethical considerations, and how the study questionnaire questions relate to the study objectives;

  • Developing study instruments (including paper and tablets / equivalent electronic versions) in collaboration with VAAC and USAID Sustainable Financing for HIV, ensuring survey instruments are accurately translated into Vietnamese, leading in piloting the questionnaire and revising the questionnaire;

  • Data collection including developing the data collection plan, coordinating data collection activities (time, logistic), and ensuring the quality of data collection and compliance with the data security plan;

  • Conducting data analysis, in conjunction with VAAC and USAID Sustainable Financing for HIV;

  • Producing preliminary results on the study;

  • Producing a report assessing the results of the study.

III. Qualification requirements

  • Graduate degree in Public Health or similar disciplines

  • Excellent knowledge and understanding of HIV/AIDS care and treatment program in Vietnam and its current context, especially at decentralized level

  • Strong understanding of SHI regulations in general and for HIV/AIDS in particular

  • Experience designing and using survey instruments, seeking IRB approval, and conducting survey interviews

  • Demonstrate ability to work effectively with government agencies including VAAC, PAC, Provincial Department of Health and health facilities providing HIV treatment. Experiences in providing consultancy services to USAID and PEPFAR partners

  • Working knowledge of English.

Duration: The assignment is planned for the period from May to July 2020.
