Call for consultancy: National consultant to support 10-year review of the national TB program’s implementation (2014-2024) under the national TB strategic plan in Viet Nam, 2016-2020 with a vision to year 2030

1. Detailed Description of Tasks to be Performed:

According to the World Health Organization's report in 2023, Vietnam is ranked 11th among the 30 countries with the highest burden of TB and multidrug-resistant TB in the world. Every year, Vietnam has 172,000 new TB cases and about 13,000 people die of TB, higher than the number of people who die from traffic accidents. In implementation of the Prime Minister's direction in official telegram No. 25/CD-TTg dated March 25, 2024 on strengthening the TB prevention and control and Deputy Prime Minister’s conclusion at the National Committee on Ending Tuberculosis meeting on April 8, 2024,  the national Tuberculosis program (NTP) will conduct an assessment and review of 10 year implementation of the National TB Programs (NTP) for period 2014-2024 which is under the national TB statergic plan, 2016-2020 with a vision to 2030 (PM’s decision No. 374 dated 17/3/2014), thereby drawing lessons learned and proposing solutions to improve the effectiveness of TB prevention and control in the future (NTP’s plan attached).

With this purpose, the USAID support to end TB project (USAID SET) is seeking two capable consultants with relevant knowledge and experience in public health to conduct the above review and assessment. The consultants will work closely with the NTP’s technical working group, provinces, relevant partners and sectors, FHI 360 if any, to make sure the review meet high standard and expectations.

2. Objectives:

Under this scope of work, FHI 360 requests for consultancy services from the consultant (s) to provide expertise to the NTP to perform the following tasks with specified deliverables and timelines from 20 October 2024 to 20 March 2025: 

  1. Develop the assessment protocol, get comments from FHI 360 and approval from NTP leader.
  2. Design the survey tools (provincial level, district level and commune level).
  3. Conduct the survey in 5 selected provinces.
  4. Collect, synthesize and analyze relevant data and reports for the review and assessment.
  5. Writing and finalize the report.
  6. Develop PP presentations for the consensus meeting.

Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan

Location of work: Any place in Vietnam

Travel: The consultant is expected to travel to do the survey in 5 provinces (tentatively Bac Giang, ?a Nang, ?ac Lac, Ho Chi Minh city and An Giang).

Qualifications

  • PhD in Public Health and Health Statistic preferred with at least 10-year experience
  • Good knowledge and well understand about Viet Nam national TB program
  • Strong analytical skills for health program assessment
  • Strong experience on literature reviews, stakeholder consultations, and data analysis related to health indicators and targets.
  • Demonstrated research and writing skills.
  • Good interpersonal skills.
  • Previous experience in public health program assessment, especially in TB is an advance.

Evaluation Criteria

Applications will be evaluated based on the applicant’s experience and qualifications as detailed above.
