National Consultant to support MSA in revising M&E Framework and the comprehensive report

1. Detailed Description of Tasks to be Performed:

The Ministry of Health in Vietnam has recently coordinated the development of the National Strategy on Antimicrobial Resistance (AMR) Prevention and Control, outlining a comprehensive plan to address the growing threat of AMR in the country. This strategy, which covers the period from 2023 to 2030, with a vision towards 2045, highlights the importance of rational and responsible use of antimicrobial agents in humans, animals, and plants as a fundamental approach to combatting AMR.

As the focal point for AMR within the Ministry of Health (MOH), the Medical Service Administration (MSA) in Vietnam plays a critical role in coordinating and implementing strategies to address antimicrobial resistance. To ensure the successful implementation and ongoing monitoring of the National Strategy on Antimicrobial Resistance Prevention and Control in Vietnam for the period 2023-2030, with a vision towards 2045, the Ministry of Health (MOH) recognizes the need for a robust Monitoring and Evaluation (M&E) framework.

The Vietnam Fleming Fund Country Grant—Tackling Antimicrobial Resistance in Vietnam (FFCG1) is committed to the effort by providing evidence to addresses critical gaps in antimicrobial-resistant combat in Vietnam and strategic development and monitoring of the National Strategy. In order to provide technical support and research-based evidence to the coming National Strategy, FHI 360 under FFP expects to develop a comprehensive M&E framework, review baseline indicators, develop the measurement items, and conduct a baseline evaluation of key indicators for the National Strategy on AMR Prevention and Control.

FFCG1 is looking for a consultant to assist the Medical Service Administration (MSA) in monitoring the progress, reviewing, editing, and facilitating the development of the M&E Framework on National AMR Strategy and the comprehensive report based on the feedbacks of the key stakeholders. FFCG1 requires the consultant to possess expertise and experience in public health, health policy, M&E, and familiarity with AMR/AMU.
