In March 2018, SIDA, UN Environment and UN Women launched a new programme on "Strengthening Human Rights and Gender Equality through climate change actions and disaster risk management". The Programme aims to contribute to the overall Outcome of "Implementation of climate change and DRR actions in Asia and the Pacific address key drivers of gender-based vulnerabilities and enhance human rights".

Since 2018, in the implementation of the Resolution 76 of the Government on disaster prevention and control, with the objective of strengthening the grassroot structure for disaster preparedness and response, Ministry of Agriculture and Rural Development, in collaboration with Ministry of Home Affairs jointly worked on piloting the establishment of commune disaster response team. The disaster response team will compose of community-based organizations with the core members are community militia and self-defense force.

In this context, UN Women Viet Nam Country Office is seeking for 2 national consultants (a team leader and a team member) on DRR and gender to work closely with UN Women and Disaster Management Authority in strengthening role and involvement of women in the commune Disaster Response Team.
