National Consultants to support CEMA

PRPP is looking for 02 National Consultants (01 Team Leader and 01 Team Member) to support CEMA in revising and updating the Citizen Report Card (CRC) Tool and Manual to be used for getting people opinions/assessment on the NTP-SPR under Resolution 80/NQ-CP of the Government..

Project “Support the implementation of Resolution No. 80/NQ-CP on directions for sustainable poverty reduction (2011-2020) and the National Targeted Program on Sustainable Poverty Reduction 2012-2015” (PRPP), funded by UNDP/ Irish Aid, aims at supporting the Ministry of Labour, Invalids and Social Affairs (MOLISA – the National implementing partner [NIP]) and other Co-implementing partners (CIPs), in monitoring the management and implementation of the Government's Resolution No. 80 and National Target Program on Sustainable Poverty Reduction (NTP-SPR 2012-2015).

With the objective to implement effectively general poverty reduction policies and specific poverty reduction policies under Resolution No.80/NQ-CP to synchronize and focus the resource poverty reduction throughout the country, the National Targeted Program on Sustainable Poverty Reduction Program 2012-2015 focuses on the following 4 projects: (i) Project to support construction of infrastructures in particularly poor and hardship districts and communes in coastal areas and islands; (ii) Project to support construction of infrastructure in extremely poor and remote communes,  safety zone areas and  villages; (iii) Project to develop and replicate an effective and flexible poverty reduction model; (iv) Project to strengthen the capacity for poverty reduction, communication, monitoring and evaluation.

* CRC Tool:

The tool for surveying the opinions/satisfaction of the people (CRC) was firstly launched in 1993 in Bangalore, India. In Vietnam, the CRC was primarily used in 2003 in order to assess the quality of services provided such as clean water, education, health care and administrative services in Nam Dinh, Hai Phong, Da Nang and Ho Chi Minh City. The purpose of this tool is used to collect opinions and feedback from the people using the service. In 2008, CEMA had piloted CRC at several provinces of Program 135 -II to collect the opinions of citizens who participated in and got benefited from the P135-II to assess the level of their satisfaction for the program. In 2011, CEMA, through a project supported by UNDP had also recruited a consultancy to compile manual for using CRC at localities. However, the previous CRC training material was mainly concentrated on guiding the statistics processing of data after collection. The issues such as how to use the questionnaires, how to carry out the survey and handling with difficulties encountered during CRC implementation at localities have not been compiled in details yet, especially for the users who mainly are the officials from extremely difficult district, commune, and villages.

With the goal to building up a comprehensive toolkit for getting people opinions (CRC) for assessment of  NTP-SPR programs/projects under resolution 80/NQ-CP, CEMA, through Sub- PRPP Project is to recruit 02 National Consultants to revise and update the Citizen Report Card  (CRC) tool  as well as the  Manual from the ones used in P135-II at the earlier stage so that to better suit the users and the context of poverty reduction programs of the NTP- SPR in the new period, from 2012 to 2016.
