Request for proposal from National Consulting Firms/Institutions to support Bac Ninh Department Of Home Affairs in developing automatic model applied to work management for evaluation of assignment performance of civil servants at state administrative agencies at different levels in Bac Ninh

The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) Public Administration Reform process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
With regard to the revised Annual Work Plan in 2011 approved by UNDP and MOHA, the project aims at supporting Bac Ninh City (Bac Ninh DoHA) to develop an automatic model applied to work management for evaluation of assignment performance of civil servants at state administrative agencies at different levels in Bac Ninh. Therefore, the Project would like to invite proposals from eligible bidders to provide the service described above. This assignment will be conducted in 90 days starting from the date of signing contract.
