National Director

Spark Center for Social Entrepreneurship Development (Spark) is a local NGO which was recently established under the umbrella of Vietnam Union of Science and Technology Associations (VUSTA) and is co-founded by SNV, Pact, SRD and Cecodes.  The objectives of Spark are to:

1. Support social entrepreneurs for successful upscaling and replication of proven local solutions
2. Facilitate for the development of transparent and dynamic capacity development services at local levels especially where local solutions are implemented. This objectives will cover three bottlenecks:
strengthening articulation of demand for capacity development services (CDS): creating opportunity for (social) entrepreneurs, local organisations, to express demand for poverty related Capacity Development Services,
improving the supply of capacity development services: enhancing the outreach and quality of capacity development services, and
redirecting financial CDS flows: to the sub-national level as well as tapping into local resources.

Spark is looking for a full time qualified candidate to fill in the post of:  National Director

Responsibilities:
- Overall day to day management of SPARK Center
- Develop strategic directions, human resources, operation system for smooth operation of SPARK and in compliance with Vietnam regulations
- Prepare and submit regular plan and report to VUSTA, the governing board and related donors
- Oversee and implement the approved annual plan
- Mobilise fund and resources for Spark
- Profile the SPARK to and develop relationship with government, partners and donors
- Accountable to VUSTA, and Governing Board on the performance of Spark

Requirements
- Master degree on development, economic, social study
- Affinity with and passionate about Capacity Development
- Connected with Vietnamese philanthropy and good relationships with government, donors and private sector
- Demonstrate strong leadership, team work
- Strong conceptualisation skills, visioning
- Excellent networking and negotiation skills
- Strong communication skills in both Vietnamese and English
- Experience in fund raising and financial management
- At least 5-year experience in programme management or organisational management, working experience with international organisations are plus
