National DME (Design - Monitor - Evaluation) Officer

World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:

NATIONAL DME (DESIGN – MONITOR – EVALUATION) OFFICER (01 position), work base: Negotiable (preferably Hanoi, Hue or Danang).

World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of more than USD20,000,000 in FY12 with funding from 16 support countries in Europe, Asia, the Americas and Australia. WVV employs about 420 staff, of which 98% are Vietnamese nationals.

WV Vietnam has 44 Area Development Programs (ADP). ADP is a 10-15 year community development program that is an integrated approach to community development, emphasizing the process of community participation, ownership and sustainability, while addressing the macro and micro causes of poverty. WVV’s ADPs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty.

All WVV’s ADPs are LEAP (World Vision DME framework) aligned in terms of processes and documents for assessment, designs, monitoring, evaluation and transition. WVV strategy is to maintain and improve the existing monitoring and evaluation system, with focus on reflection and use of the information for further improvement of program quality. WVV has now focused on Child Well Being Aspirations/Outcomes (CWBA/O) and the measurement of CWB targets. WVV also piloted Development Programme Approach (DPA) in all new ADPs since FY11. 

Purpose of the position:

- To support World Vision Vietnam (WVV) in implementing effective assessment, design, monitoring and evaluation events and strengthen WVV’s Monitoring and Evaluation (M&E) system across all programs, including both Area Development Programs (ADPs) and Special Funded Projects (SPs). The position involves significant reflection and learning as a process of quality improvement of M&E systems across WVV’s entire programs and in the approaches used to measure WVV’s effectiveness.
- To assist the Program Effectiveness Manager and subsequently the Program Quality Department Director in building the capacity of relevant staff in effective M&E skills including the implementation of CWBOs.
- To help in developing Cluster DME staff and assist ADPs and projects in the assigned regions in particular and all other ADPs whenever requested to meet minimum standards of DME for community development, and to promote higher quality sustainable programming.

Requirements:

*University graduate;
*Desirably university degree in International & Community Development and/or Economics, Statistical Related Fields;
*Good qualitative background would be an advantage;
*Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
*Demonstrated training and facilitation skills;
*Good interpersonal and communications skills; 
*Fair English, especially report writing skills;
*Good computer skills in Word, Excel, PowerPoint and email;
*Experience in M&E and Management Information System;
*Experience in community development or with NGO;
*Experience in capacity building for local stakeholders/partners;
* Experience in accounting and finance.
