The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) Public Administration Reform process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
In regards of Component 1 - PAR process management and policy development strengthened, the Output 1.1 has been defined as M&E system and indicators for PAR designed, piloted for putting into regular use later. The design of ME system for PAR is one of the Project’s top priorities. Under the guidance by Prime Minister, MOHA must develop PAR indicators and criteria to support the implementation of PAR Master Plan 2011 – 2020 in a quick manner. This difficult and complicated task requires mobilizing and using a number of senior experts who are well-qualified, experienced in PAR and M&E in Public Service-Delivery (PSD). The output of this activity plays an important role in improving PAR performance of ministries, branches and provinces and satisfying the requirements of Renovation and Integration. It also contributes to better achieving transparency and accountability before the National Assembly, Government and ordinary people.
The main objective of the expert group is to support the Task Force of PAR Department to accomplish a set of indicators on PAR ranking among ministries and provinces and result-based PAR M&E frame at provincial level in order to push up the PAR efficiency and effectiveness in the renovation cause of the country.
It is suggested that the research team of 04 national consultants (one team leader and three members) should be mobilized to support the Task Force of PAR Department to accomplish this mission.
Specific responsibilities:
Expert No. 1 (Team leader):
(i) Be responsible for the whole quality of all items related to ME including:
- Methodologies on Result-based M& E and Ranking;
- M&E criteria and indicators in PAR M&E Frame;
- Set of indicators for PAR ranking among ministries, branches and among provinces.
(ii) Provide support for the Task Force of PAR Department, MOHA:
- Provide inputs on result-based evaluation methodologies for the M&E Frame at ministries and provinces;
- Provide inputs on ranking methodologies, indicators and scale of points for the set of indicators;
- Prepare draft of 3-year action plan/program of pilot implementation of M&E frame and set of PAR ranking indicators.
(iii) Be responsible for providing guidance, collaboration and arrangement of tasks within the group.
(iv) Conduct tasks among others appointed by Director of PAR Department or Deputy Director of PAR Department authorized (when needed).
Expert No. 2:
(i) Provide inputs on result-based evaluation methodologies and PAR ranking methods;
(ii) Be mainly responsible for: Technical requirements of criteria, indicators in the PAR M&E Frame for ministries, branches and provinces; Technical requirements of the set of indicators for PAR ranking.
(iii) Collaborate with other members and conduct tasks allocated by the Team leader.
(iv) Conduct tasks among others appointed by Director of PAR Department or Deputy Director of PAR Department authorized (when required).
Expert No. 3:
(i) Be mainly responsible for developing training materials on M&E (mannuals, handbooks, hand-on practice document, etc.) and training plans/programs and ensuring their quality.
(ii) Collaborate with other members and conduct tasks allocated by the Team leader.
(iii) Conduct tasks among others appointed by Director of PAR Department or Deputy Director of PAR Department authorized (when required).
Researcher:
(i) Provide support on methodologies and expertise in M&E;
(ii) Provide support on data collection, making contacts with target groups, making arrangement for meetings or interviews, etc.
(iii) Make sure that all related documents are collected and reviewed;
(iv) Work closely with other experts in the group and provide timely support for them;
(v) Conduct tasks among others appointed by Director of PAR Department or Deputy Director of PAR Department authorized (when needed).
The total duration of the assignment for the group of experts is 50 days (50days /team leader; 45 days/ Expert 2; 36 days/Expert 3; 40 working days for national researcher) excluding public holidays, Saturdays and Sundays.
The working station is at the Office of PAR Department, MOHA.
