National Low Carbon Expert - ADB RETA 7914: “Harnessing Climate Change Mitigation Initiatives to Benefit Women”

1.    Background

SNV Netherlands Development Organization has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor through agriculture, energy and water, sanitation & hygiene.

SNV’s ongoing regional project, ADB RETA – 7914 ”Harnessing Climate change mitigation to benefit Women” financed with a Grant from Nordic Development Fund and managed by ADB, focuses on the Greater Mekong Sub-region countries of Cambodia, Lao PDR, and Viet Nam, with the objectives of (1) Enhancement of gender mainstreaming in national or provincial climate change strategies, action plans, and mitigation plans; (2) Identification of effective mechanisms to support stakeholder engagement and gender-equitable benefit distribution for replication and (3) Implementation of three pilot projects by national women’s groups to develop local tools and mechanisms to access climate financing.

In Vietnam, the project works with the People's Committee of Dong Hoi city, specifically DONRE at the city level, to assist in strengthening gender mainstreaming strategies and integrating  climate change mitigate initiatives into the “Action plan for climate change adaptation and mitigation; strengthening resource management; and environmental protection for 2016 - 2020 with a vision to 2050”. The local authority of Dong Hoi city has approved the action plan and will make it effective from 2016.

2.    Objective of the TOR

In order to help Dong Hoi the city on implementing the mitigation activities and to enable evaluation of progress in implementing the action plan, the RETA will provide support to develop a Greenhouse Gas (GHG) Inventory and GHG baseline scenario for Dong Hoi city. This will include GHG data collection, analysis and quantifying GHG emissions at Dong Hoi city level and building local capacity on GHG accounting methodology that will support continuous monitoring of GHG emissions by the local Authority.

It is expected that this will help Dong Hoi People’s Committee understand which sectors are responsible for the highest level of GHG emissions and identify the most appropriate mitigation activities to be prioritised.

3.    Responsibilities

The Low Carbon expert will work with the project team and local partners to:                    

  • Understand the overall context of Dong Hoi city with regard to Social and Economic Development, and from that identify the energy demands for different sectors and the sources of GHG emissions.
  • Formulate a methodology approach for GHG Inventory and GHG baseline scenario at city level according to the most relevant international standards (i.e. GHG Inventory tool, Long-range Energy Alternatives Planning System (LEAP), Marginal Abatement Cost (MACC)).
  • Collect information and build the database for the implementation of GHG emission inventory and GHG baseline scenario for the city.
  • Develop the GHG business as usual (BAU) baseline scenario for Dong Hoi from the base year 2015 till 2030 in accordance with the agreed methodology approach.
  • Based on this GHG baseline scenario, and with reference to the implementation plan, set the GHG emission reduction targets for Dong Hoi city.
  • Conduct training to build local capacity for the city authority to pursue Low Carbon development and to progressively update the progress against the GHG baseline scenario and evaluate the progress on GHG emission reduction.

4.    Expected outputs and deliverables       

  • Technical reports describing the methodology to be used for GHG Inventory and GHG baseline scenario for Dong Hoi city;
  • GHG inventory report for Dong Hoi city;
  • GHG Report on GHG baseline development;
  • Report on setting GHG emission reduction targets
  • Capacity building training for local authority on implementation of the city CCAP and updating progress against the GHG baseline scenario.

5.    Candidate profile

  • Compliance with technical specification
  • Proven track record in providing similar or relevant experience in auditing GHG at city, provincial level in Vietnam.
  • Proven track record in organizing and conducting training workshop and capacity building.

6.    Language requirements

All reports, documents must be in both English and Vietnamese languages; the capacity building training for local authority/project partners will be in Vietnamese.

7.    Duration of assignment:

Consultant should provide the timeline for completing individual tasks in the proposal, and time to implement the assignment for completion no later than 12 December 2016.
