National Monitoring and Evaluation Specialist

SNV Vietnam is looking for a National Monitoring and Evaluation Specialist, based in Hanoi, Vietnam (Employment contract)

SNV has been working in Vietnam since 1995. Using the market based approach, SNV is committed to reducing poverty by catalyzing sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ (Reducing Emissions from Deforestation and Forest Degradation).

SNV Vietnam is currently seeking a National Deputy Team Leader/BVC Development Specialist for the Low Carbon Agricultural Support Project (LCASP) implemented by the Ministry of Agriculture and Rural Development and 10 provinces of Vietnam. The project is supported by the Asian Development Bank and the Government of Vietnam. Project implementation is expected to last until December 2018. The overall objective of the Project is to reduce air, water and soil pollution by supporting Climate Smart Agricultural Waste Management Practices (CSAWMP), with emphasis on treating livestock wastes through the expanded use of biogas and bio-slurry processing technologies.  A long-term contribution will be made towards sustainable economic growth, self-reliance and the fight against poverty in Vietnam. 

We are looking for a dynamic candidate to fill in the post

Responsibilities:

  • Develop a TOR for baseline surveys and appropriate scope and methodology, survey questions, and arrange for collection of baseline data;
  • Advise on the selection and engagement of a suitable national institution, NGO, or company, and prepare details on scope of work and ToR for the survey;
  • Assist in establishing an appropriate project performance management system (PPMS) at all levels;
  • Work closely with the database development consultant and PPMUs to ensure that the PPMS will be generating adequate and reliable data meeting the requirements of CPPMU;
  • Develop a simple computer based monitoring system for collecting M&E data from CPMU, PPMUs and relevant agencies;
  • Assist the CPMU in developing formats of quarterly, semi-annual and annual reports at all project implementation levels, meeting the requirements;
  • Work closely with team leader and deputy team leader to collect financial and economic data required to analyze the impact of the project’s activities;
  • Work with other consultants to obtain all relevant data required for M&E reports, particularly related to  the impact of the project on environment, gender, ethnic minorities;
  • Undertake other tasks as requested by Team leader and Project Director.

Candidate profile:

  • At least a Bachelor Degree in agricultural economics, social science, M&E or other relevant field of education;
  • 5 years of experience in M&E work in the agriculture and rural development sector;
  • Worked at least in five ODA projects as M&E specialist;
  • Knowledge of biogas development, agricultural waste management or climate change in agriculture is an advantage;
  • Good command of spoken and written English; and good skills on computer (Word, Excel, Internet Explorer and Power Point), and ability to make lucid workshop presentations.

Contract Duration: 08 months employment contract with possibility of extension
