National Policy Officer

Oxfam Hong Kong (OHK) is a member of Oxfam International and an independent development and relief agency based in Hong Kong.  It works with poor people regardless of race, sex, religion or politics in their struggle against poverty, distress and suffering.  OHK has worked in Vietnam since 1988. It has the following vacancy in its Vietnam Office.

Reports to: Oxfam America’s Country Program Manager

The post will be based in Hanoi office with frequent travel in Vietnam and the region.

Job Specific Competencies
- Work independently, making decisions and problem solving on new and complex issues/problems, on a range of diverse internal and external factors
- Sound understanding of development and poverty issues, especially sound grasp of  macro-economics and economic analysis as they relate to poverty and development
- Poverty economist; understanding of econometrics/modelling
- Minimum 5 years of demonstrable experience in  developing advocacy and campaigning strategies
- Thorough understanding of research methodologies and skills with an ability to train/coach and transfer skills to others
- Experience in managing other researchers and/or research projects (including managing commissioned researchers), ensuring high standards of delivery
- Outstanding written and verbal communications skills, with an ability to simplify complex concepts both verbally and orally in order to influence others
- Strong understanding of and proven commitment to gender and diversity issues
- A well-developed network of relevant academic and applied research contacts to draw on
- Fluency in written and spoken Vietnamese and English
- Good computer skills

Terms and Conditions:  This Hanoi-based position is offered on a two-year contract renewable, 2 months probation period at start of contract. Terms and conditions are as per OHK personnel policy.

Gross Annual Salary Full Range: 20,000 – 24,000 USD (including on-costs)
