Title of Position: National Programme Officer (Counter Trafficking/ Counter Smuggling/ Border Management)

General Functions:
Under the direct supervision of the Head of Programme, Project Development and Implementation Unit, the general guidance of the Chief Mission, and in coordination with concerned regional technical specialists, the Programme Officer will be responsible and accountable for implementing counter trafficking, human smuggling and border management projects, as well as for contributing to the development of new activities in the respective fields.. In particular, s/he will:

1. Monitor national, regional and international migration trends and specific information of the geographical area, compile and analyze gathered information and present it to the CoM for the strategic planning and development of human trafficking, smuggling and border management-related programmes.
2. Coordinate, and monitor IOM Viet Nam counter-trafficking, counter-smuggling and border management projects in accordance with IOM procedures and regulations to ensure expected financial and program results. These include:
a. Capacity-building for the prevention and combat of human trafficking in Viet Nam
b. Technical assistance for the development of public policies, comprehensive legislation for national anti-trafficking initiatives and bilateral agreements; and
c. Support to the implementation of national strategies on human trafficking in Viet Nam
3. Contribute to the preparation of regular project reports and donor reports related to human trafficking, smuggling in Viet Nam and border management according to IOM Viet Nam and donor requirements.
4. In close coordination with the CoM, liaise and maintain operational relationship with relevant key stakeholders in Viet Nam, such as government, international organizations, non-governmental organizations working this field.
5. Represent IOM at relevant stakeholder meetings and actively participate in the relevant One UN Programme Coordination Groups and other coordination mechanism notably on human trafficking and smuggling through giving presentations, conducting training and other technical support.
6. In close collaboration with other colleagues in the PPDI unit, provide inputs for an IOM Viet Nam counter-trafficking strategy.
7. Participate in the identification and development of counter-trafficking, smuggling, and border management project ideas and proposals. .
8. Contribute to resources mobilization to bridge the financial gaps within the PPDI unit.
9. As the IOM Vietnam Counter-trafficking focal point, provide and share information and lessons learned with fellow IOM counter-trafficking focal points, both globally and regionally in order to further build technical capacity within IOM.
10. Perform any other duties as may be assigned by the Head of the PPDI Unit and the Chief of Mission in support of the Mission.

Desirable Qualifications:
Education and Experiences:
1. Completed university degree, preferably in social sciences or law, from an accredited academic institution. 
2. Extensive experience in social work and/or law in one or more of the specific work field; strong background in working with vulnerable groups and trainings, in governmental and non-governmental contexts.
3. Good writing/communication, presentation and networking skills essential.
4. Excellent spoken and written English is essential; Vietnamese mother tongue speaker; in-depth knowledge of the local culture and the functioning of the public sphere is essential.
5. High level of computer literacy

1. Strong managerial skills, full personal commitment and high self-motivation. Positive track record that illustrates consistent and strong drive for results and pro-activeness.
2. Excellent communication skills, both written and oral, including the ability to prepare clear and concise reports. Track record of strong liaison skills with governmental counterparts.
3. Capacity to work effectively, flexibly and harmoniously within a team and with colleagues from various cultures and professional backgrounds.
4. Strong strategic and creative thinking
5. Personal interest, commitment, efficiency, flexibility and willingness to work in difficult areas/situations and under pressure.

Languages:
Vietnamese mother tongue speaker. Excellent oral and written communication skills of English are a prerequisite
