To achieve the goal of decent work for all in Vietnam, the ILO Country Office for Vietnam supports the Vietnam Decent Work Country Programme (DWCP) with three priority areas: Labour Market Governance; Social Protection; and Employment and Sustainable Enterprise Development. In the  implementation  of the DWCP, the ILO Office works in close partnership with the Government of Vietnam, in particular the Ministry of Labour, Invalids and Social Affairs (MOLISA) and its social partners, the representative employers' and workers' organizations of Vietnam. The Vietnam DWCP is an integral part of the One UN Plan.

The ILO Country Office for Vietnam has a programme, consisting of a number of projects, under the title of Developing and Implementing a New Industrial Relations Framework in respect of the ILO Declaration on Fundamental Principles and Rights at Work (“NIRF/FPRW Programme”). As a member of ILO, Vietnam is committed to implementing and promoting rights and duties under ILO Fundamental Conventions, in accordance with the 1998 ILO Declaration on Fundamental Principles and Rights at Work. The aim of the programme is to assist Vietnam to reform and improve the legal and institutional framework relating to industrial relations in a way that meets this commitment and, thereby, also will enable Vietnam to meet commitments under the labour chapters of the new generation free trade agreements such as the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) and EU-Vietnam Free Trade Agreement.

USDOL funds one project within this programme which focuses on building of a new and strengthened industrial relations framework. A major strand of this project involves supporting partners, particularly the MOLISA Legal Department, in the development of a revise Labour Code aligned with the Fundamental conventions.

ILO now seeks qualified and experienced candidates for the position of National Project Coordinator (Law Reform) to provide practical implementation and technical support for work under the USDOL-funded project, with a particular focus on Labour Code reform. The NPC-Law Reform will also support technical work on Law Reform in sister projects as needed.
