1 Basic Information

Job Title: National Project coordinator (NPC)
Division/Department: JICA project office 
Location: Duong Dinh Nghe, Cau Giay  Hanoi, Viet Nam (with in-country travel)
Expected Start Date of Assignment: 1st January 2016
Duration: One year contract (36 month for the project, so possible extension till 3years based on performance)
Supervisor: JICA Project Chief Advisor  (PCA) 

2 General Description of tasks and objectives to be achieved

The Ministry of Natural Resources and Environment (MONRE) and Japan International Cooperation Agency (JICA) will jointly implement one JICA technical cooperation project entitled “The Project for Strengthening Capacity of Water Environmental Management in River Basin”. The project design was officially agreed by both side through signing the Record of Discussion (R/D) on 24th August, 2014 and will be lasted within 3 years from November 30, 2015 until November 2018.  The key implementing body is Vietnam Environment Administration (VEA) which mainly takes the responsibility for central policy development and coordinates overall implementation of the project while provincial implementing agencies are the 7 DONREs from 5 6 provinces, cities, namely Thai Nguyen, Bac Ninh, Bac Giang, Ho Chi Minh, Dong Nai , Binh Duong and Ba Ria-Vung Tau. The Project’s objectives are to:                                                                                                                           

  • develop legal documents (6 circulars, legal documents are expected to be developed) to improve legal framework as well as to deliverofficial guidance to provincial authorities for better river basin water environment management (RBWEM);
  • function and strengthen institutional arrangement for RBWEM in target river basins (Cau river basin area and Dong Nai river basin area)
  • develop a roadmap for improvement of RBWEM.

The objective of this assignment is to provide a support for the smooth implementation of this project through facilitating the coordination among actors involved.. The NPC will have to coordinate and communicate closely with project members from VEA, mainly including ESI and WENID, related Departments of MONRE, target provincial DONREs and JICA staff and short-term experts. More specifically, the NPC will perform the following tasks under the supervision of PCA(Project Chief Advisor):

3. Terms of reference (Detailed)

  • Participate as Japanese project team (the Team) in lending operating, planning and facilitating the implementation of the project at all levels.
  • Proactively work with the Team, provide advice and support to the Team members to ensure the coordination of all project activities. Expected activities are as follow:
    • monitor the process of developing legal documents with departments in charge of VEA;
    • support the coordination among the project actors, especially for “Pilot Project” implementation in target river basins
    • support organization and coordination of the TF (Task Force)activities and WGs (Working groups) activities and develop memorandum of these  meeting
    • Coordinate, with the assistance of project administrative staff, the organization of project seminars, workshops, trainings and study tours under the activities led by CPA.
    • Coordinate the organization of JCC meetings (arrangement, meeting agenda, preparation of  presentation document and taking memorandum etc.) 
  • Assist PCA and other Japanese experts in making daily correspondences, TORs for national consultants and other project documents when necessary
  • Work on analytical activities as part of the team and advise clients and colleagues on social water environment management policy and technical matters in this field.
  • Maintain effective communication with counterparts from Project Management Units and line ministries (This project main line ministry is MONRE)
  • Represent, when requested, the PCA to attend and present at meetings, discussions related to the project  contents
  • Proofread the translation of reports and other materials as needed by the Project Office, missions and project consultants;
  • Performing other tasks assigned by PCA.

4. Required Competencies

Competencies and Experience expected:

  • At least a Bachelors degree or equivalent in management or other relevant disciplines is a requirement but holding a post-graduate degree in environmental science/management would be an important advantage;
  • At least ten (10) years of Project Management or Support experience working in development/environment fields; 
  • Well understanding of the governmental system and policy-making work, in terms particularly of environmental governance is also a requirement;
  • Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint);
  • Excellent organizational skills with demonstrated ability to work independently, handle a variety of concurrent activities, rank priorities, organize work efficiently, and deliver assignments in a timely manner often under time constraints;
  • Strong analytical and practical problem-solving skills;
  • Ability to fluently communicate in writing and oral, in English;
  • Familiarity with technical cooperation projects of JICA is an asset.
  • Willingness to travel frequently within Vietnam.

5. Benefit Package

  • The first period of the contract will be between January, 2016 and December, 2016. First three month is trial employee duration. After this period, the contract will be renewed and extended to another one year based on performance of the employee. 
  • The project will remunerate to the employee a lump-sum payment that shall be negotiated. This amount will be decided depend on the candidate experience. Lamp-sum means that the employee, by her/him-self, must bear income tax, social and health insurance fees, and any related tax and fee stipulated by the Government. It is also mutually understood that the amount said above is excluded of per-diems and allowances for business trips that may be occurred and required to the employee over her/his working period at the Project.
  • Working hours per week, annual leave and number of holidays will follow the Labor Law regulated by the Vietnamese Government. Project bylaw is set based on the regulation of Vietnamese Government.
