National Project Manager; Administrative/Finance Assistant; Senior Communication Assistant; Project Senior Secretary

The International Labour Office (ILO) in Viet Nam – a Specialised Agency of the UN - implements its activities in close partnership with the Government of Viet Nam, in particular with its technical line ministry, Ministry of Labour, Invalids and Social Affairs (MOLISA) and its social partners, the employers' and workers' organizations, for the implementation of its activities and programmes promoting Decent Work for All in Viet Nam.
The ILO Office in Vietnam is seeking highly qualified and experienced candidates for the following positions:

1. A NATIONAL PROJECT MANAGER
The post is initially for a period of one year with the possibility of further extension.
The duty station is Ho Chi Minh City with travel to provinces, especially Dong Nai.
The Sustaining Competitive and Responsible Enterprises (SCORE) project aims at supporting Small and Medium Enterprises (SMEs) to become more sustainable through being cleaner, more productive and competitive and provide more sustainable and decent employment. The project will deliver training and counselling services in Workplace cooperation, Quality management, Productivity and cleaner production, Organization of people, Organization of the workplace to SMEs in the furniture sector, preliminary in Dong Nai province.

Duties & responsibilities:
The incumbent works under the supervision of the Chief Technical Advisor of the SCORE project and the ILO Country Director. H/she will be specifically responsible for the management and execution of the project such as i) ensure sound design of project interventions, good quality outputs, documented learning and timely as well as measured achievement of the project objectives, ii) Establish and maintain close links with relevant national authorities, iii) Conduct workshops and training seminars and provide advice to participating enterprises iv) Develop and implement institutional capacity building of partner organizations and establish third-party service delivery modalities.

Qualifications & Competencies:
Master’s degree preferably in business management, engineering and/or economics; A minimum of eight years of relevant experience with project management and implementation in the area of responsible and productive workplace practices with focus on change management, quality management including certification systems, productivity management, HRM and OSH; Experience from working in/with the furniture sector; Demonstrated ability to implement and manage technical co-operation projects of international organizations; Ability to participate effectively in technical missions and capacity to provide first-line technical advice regarding small business management training; Proven reporting/writing/presentation skills; sound inter-personal, leadership and organizational skills. Excellent knowledge of spoken and written English and Vietnamese.

2. ADMINISTRATIVE/FINANCE ASSISTANT
Contract duration of 12 months with possibility of extension.
This Position is funded by the regular budget of the ILO Office in Viet Nam
The duty station is Hanoi with travel to provinces

Duties & responsibilities:
- The incumbent works under the direct supervision of the Director of the ILO Office in Hanoi. Maintain and strengthen good working relations with the relevant Government bodies, including MOLISA and ILO’s key social partners, are key integral tasks of the position.
- H/she is responsible for good maintenance of office administrative files and records; Search and select information and records in specified format or on the basis of general instructions for use by others in preparing reports, correspondence, technical papers, project or programme plans and general reference documents; Provide advice and assist staff members and their dependents by processing requests for visas, identity cards, driving licences, and other necessary administrative documents in accordance with the requirements of the Office and the United Nations and the country of the duty station; Make travel arrangements, hotel reservations and prepare travel authorization forms; Advise, respond, make arrangements and solve problems for the procurement; shipment and receipt of office and project supplies and equipment and household effects, including customs clearance. Issue snipping instructions to forwarding agents and suppliers, check shipping documentation, and determine and prepare insurance coverage. Prepare notification of dispatch and verify invoices;
- H/she Provides procedural and record-keeping supports in analysing, documenting, classifying, recording and processing various financial transactions for ILO Hanoi Office. Maintaining liaison with officials of local banks and tax authorities on procedures and regulations relevant to operation of the office. Undertaking financial and administrative arrangements for meetings, workshops and training activities and etc.

Qualifications & Competencies:
Completion of tertiary education. Formal training in administrative, accounting and/or finance from a recognized commercial school or equivalent. At least 3 year working experience in finance and/or accounting areas preferred. Working experience in UN agencies is an advantage; Knowledge of office operation. Great attention to details. Ability to work under pressure; Ability to work in a multi cultural environment; Good command of spoken and written English and Vietnamese. Good word processing and computer skills. Knowledge of modern office procedures and ability to operate all types of office equipment.

3. SENIOR COMMUNICATION ASSISTANT(Technical Cooperation Programme)
Contract duration of 12 months with possibility of extension, subject to availability of funds
In the context of and supporting the Spanish funded time-bound programme on the elimination of the  worst forms of child labour, the Senior Communication Assistant will be expected to undertake:

Duties & responsibilities:
- The incumbent serves as media focal point and participate in the formulation, implementation and promotion of internal and external communications and strategies; Provide support to technical specialists and concerned officials on communication and promotion activities; Prepare background information, briefing notes and reports related to media campaigns and communication activities; Compile information materials for dissemination; Establish and maintain relevant databases (i.e. web-based knowledge management system); Facilitate knowledge building and sharing toward project activities and lessons leant; Draft and design promotional and information materials; Respond to requests for information and general inquiries on the office programme of activities and its objectives;  Take appropriate follow-up actions; Insure conformity with ILO house style manual and manuscripts on publication and materials; Participate in the ONE UN Communication Team. Provide media update to the ILO Director as needed by reviewing newspapers, articles of the special interest to the ILO and etc.

Qualifications & Competencies:
- Completion of secondary school education and formal training in communication and public information; Eight to ten years of experience in handling an information and publications programme, including at least five years of ILO or UN experience in the information and publication field; Proven ability to use word processing software and other software packages required for producing information materials and updating the website; Thorough knowledge of the techniques, methods, principles and practices of public information and related office administrative procedures and policies; Thorough knowledge of in-house style and procedures for the preparation of information material and etc.
- Ability to work and communicate with people in a polite, courteous and cooperative manner. Good time management skills and display a high level of initiative, effort and commitment towards completing assignments efficiently. Good knowledge of protocol; Good supervisory skills, and ability to train and guide staff; Fluency in spoken and written Vietnamese and English is required.

4. PROJECT SENIOR SECRETARY (Technical Cooperation Programme)
Contract duration of 12 months with possibility of extension, subject to availability of funds
In the context of and supporting the Spanish funded time-bound programme on the elimination of the  worst forms of child labour, the Project Senior Secretary will be expected to undertake:

Duties & responsibilities:
The incumbent works under the supervision of the Chief Technical Advisor of the TBP project and the ILO Country Director. H/she will be responsible for main specific responsibilities such as Arrange appointments and maintain the supervisor’s calendar. Receive visitors, place and screen telephone calls, and answer queries with discretion; Arrange meetings, both internal and external, some involving high-ranking officials, and take minutes and/or notes at meetings; Serve as administrative secretary at training courses, seminars and workshops; Take and transcribe dictation on a variety of subject matters, and ensure that spelling, punctuation and format are correct. Type correspondence, documents and reports, some of which are highly confidential, including statistical tables, and ensure correct spelling, grammar and punctuation; Receive, screen, log and route correspondence, attach necessary background information and maintain follow-up system for action and deadlines; Draft non-routine correspondence and responses, and ensure follow-up action; Maintain policy, confidential and general files; Clear outgoing correspondence for conformity with established procedures and accuracy of statements before being signed by the supervisor. Prepare administrative requests and forms for the supervisor and visiting officials and follow-up with the relevant administrative services on their processing; Select and make pertinent abstracts and undertake searches for information; Maintain up-to-date directories of constituents, ministers, government and other high level officials; Assist in arranging programmes for in-coming official missions, make appointments with ILO’s tripartite constituents, including logistical arrangements and secretarial assistance and some Specific duties such as: Act as interpreter. Expose to informal translation work such as translating written or recorded material from the English into Vietnamese language, and/or vice verse etc.

Qualifications & Competencies:
Completion of tertiary education. Formal training in administrative and secretariate from a recognized commercial school or equivalent. At least 3 year working experience in administrative and secretariate areas preferred. Working experience in UN agencies is an advantage; Knowledge of office operation. Great attention to details. Ability to work under pressure; Ability to work in a multi cultural environment; Good command of spoken and written English and Vietnamese. Good word processing and computer skills. Knowledge of modern office procedures and ability to operate all types of office equipment; Ability to draft correspondence, take meeting minutes and write meeting minutes. Ability to respond to requests from officials from government offices, ministries, ILO constituents and NGOs; Ability to deal with confidential matters with discretion and etc.
