MODEL FARM STUDY TO IMPROVE PRODUCTIVITY OF MANGROVE SHRIMP FARMING IN CA MAU PROVINCE
Project: Scaling up Mangrove EbA in the Mekong Delta (SNV/MAM2 project)

I.  Background

SNV Netherlands Development Organisation has been working in Vietnam since 1995, and is committed to reducing poverty by catalysing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+. SNV is engaged in the agriculture sector implementing Value Chain, Inclusive Business and Climate Change adaption and Mitigation activities.

As Southeast Asia has lost half their mangroves over the past 30 years, primarily as a result of clearing for shrimp ponds.  This has serious consequences such as mangroves protect against tidal waves and storm surges. They are vital fish nursery-grounds, provide timber, honey, and other products and raise land level by trapping sediment.  They also sequester carbon faster than any other forest type.  Healthy mangroves thus make important contributions to both climate change adaptation and mitigation and form the basis of coastal ecosystem-based adaptation.

Scaling up Mangrove EbA in the Mekong Delta (MAM2), funded by German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), implemented by SNV in coordination with Ca Mau Provincial People’s Committee (PPC). This project has tried to build capacity for local stakeholders (Aquaculture/forestry sectors, local authority, private companies, and farmers); improve livelihood of mangrove – shrimp farmers on degraded mangroves by promoting shrimp certification and restoration; recommend for policy makers for Payment for Ecosystem Services on Aquaculture; and create enable conditions for accessing climate change fund, REDD+. Project focused sites will be in Ngoc Hien district for these activities.

The MAM2 project, SNV-Vietnam Agriculture programme is cooperating with Ca Mau Provincial People’s Committee/Department of Agriculture and Rural Development, seafood enterprises, Forest Management Boards and shrimp households in Ca Mau province to extend and develop the model of organic shrimp to adapt international certification.

The MAM2 project is now seeking national specialist on aquaculture for model farm study, in order to improve shrimp productivity of mangrove shrimp farming in Ca Mau to comply with international certification and resilient to climate change.

II.        Consultancy service description:

1.    Objectives:

In 2015, the project conducted a study on “shrimp post larvae density, probiotics and nursery HAPA for Silvio-aquaculture model in Ca Mau” in 2015. The study has provided basic information for intensive study. This proposed study will continue to develop further combination of promising factors bases on previous experiment’s results.

Objectives:

  • To identify optional shrimp stocking densities combination with nursing techniques, harvesting methods and promising microbiological products in accordance with certified standards in the coastal mangrove areas in Nhung Mien, Ngoc Hien, Ca Mau.
  • To provide farmers guidance, demonstration and replication on suitable and optimal densities, nursing techniques, harvesting methods and promising probiotics for shrimp farming models;

2.    Scope of work

These study areas are mainly implemented in the area of FMBs Nhung Mien, Ngoc Hien district, Ca Mau province. Specialist has to work closely with Ca Mau PPC/DARD, Ngoc Hien district, FMBs, regional/national aquaculture institutions and MAM2 project in order to ensure the quality of information, data and research result to adapt requirement, coincide with reality.

3.    Methodology/Tasks

  • Review existing studies and results of mangrove shrimp studies in the Mekong delta;
  • Experiment design to meet project requirements and site conditions and a technical manual preparation for implementation;
  • Site selection; farmers selection; Post larvae selection and nursery, hatchery;
  • Farm monitoring schedules and monitored factors for farmers and technical monitors;
  • Capacity building for farmers, implementation staffs & technicians of FMBs, Ca Mau PPC/DARD, ICS Enterprises about monitoring, collecting data and training/demonstrations.

4.    Deliverables:

All deliverable are in Vietnamese and English with the following contents:

  • A proposal for the study with methodology, design, monitoring/data collection and analysis, work-plan and estimated costs for experiment;
  • Technical manual preparation for field implementation and sample collection/analysis and data profiles;
  • Technical reports and presenting for initial results of experiment (December, 2017) and a final report/presenting for the experiment (August, 2018);
  • Materials for trainings/workshop with related stakeholders at beginning and end of experiment;
  • Data files of experimental data collection and samples analysis from the whole study from the field and Lab;

5.    Timeline:  From June 2017 to August 2018.

III.      Qualifications, skills and experience required:

The consultants need to have the following qualifications:

  • Having certification of expertise in Aquaculture of research area and practical institutions in the Mekong Delta.
  • Having at least 6 -year experience in this area;
  • Preferred knowledge, skills, and experience in mangrove shrimp aquaculture in Ca Mau province, having knowledge, experience from working in organic certification project; having excellent building capacity, transfer technology and training.
  • Having capacity of reporting in Vietnamese and English in this topic.
