National Technical Consultant

The project “Support to the Reform of Social Assistance System, in the period 2013-2016” (SAP), supported by The United Nations Development Programme (UNDP), provides technical assistance to the Ministry of Labour-Invalids and Social Affairs, line ministries, sectors and selected provinces for improvement of the social assistance system in Vietnam.

According to Resolution 70, MOLISA was tasked to develop the Master Plan for Social Assistance Reform. The scope of this master plan includes all prevailing policies in term of policies to ensure the minimum income, health, education, housing, clean water toward vulnerable groups (disabled people, elders, orphan children, natural disaster victims, poor people, HIV-infected people, ethinic minority belongs to poor household, mental illness and mental disorder people…)

In order to support MOLISA perform this task, United Nations of Development Programme assists MOLISA and related ministries through Project to support the reform of social assistant policy system for the period 2013-2016 (SAP) providing technical assistance for MPSAR Drafting team to conduct thematic studies, surveys, Social assistance forum, technical consultation workshops, policy seminars and the principles of reformed contents to be used as inputs for the development of Master Plan, generate the consensus between parties, relevant authorities on the reformed contents of SA system before submitting to Government for approval.

To ensure the quality and timeframe of technical assistances in accordance with MOLISA requirement, SAP recruit 02 national consultants having experience in social assistance/poverty reduction area to support SPD and SAP in formulating the feasibility of Phase II to implement the activities after the Master Plan been approved.
