NATIONAL TECHNICAL LEAD AND PROJECT COORDINATOR
ICEM – International Centre for Environmental Management is an award-winning independent technical service centre that assists government, private sector and communities to define and implement policies for sustainable development. Established in Australia in 1999, ICEM has its regional headquarters in Hanoi and is staffed by full-time international and national technical and administrative personnel.
ICEM works in Asia and the Pacific and focuses on climate change, water resources management, disaster risk reduction, renewable energy, environmental assessment, environmental economics, nature based solutions and biodiversity conservation. ICEM seeks to integrate environmental concerns with development through spatial planning, modelling, socio-economic analysis and environmental assessment tools.
ICEM has been commissioned to implement the project titled “Enhancing water security, biodiversity and resilience of livelihoods through integrated water resources management and ecosystem restoration in Viet Nam’s Red River basin. This five-year project, funded by the Global Environmental Facility (GEF), is scheduled to commence in June 2025.
ICEM is now seeking to fill the following positions to provide technical and administrative support for the implementation of the project.
1. National Technical Lead
The National Technical Lead will be the Technical Team Leader for the EA team. He/she will be responsible for ensuring that the project is executed with high technical standards, including providing high level policy advice, in coordination with the international and national consultants/experts and will work in close cooperation with DWRM and FAO.
Specifically, he/she will be responsible for:
- Prepare terms of references for subcontracts in support of all activities of concern to the project implementation including ecological health assessments, hydrological modelling, water accounting, decision support systems, ecosystem restoration, river basin management, nature-based solutions for protection and conservation, community resilience and resilient livelihoods
- Provide technical oversight and monitoring of subcontracted projects and activities, ensuring high quality technical delivery and integration of national and international good practice
- Lead in the oversight of implementation, M&E and scaling up of innovative pilots on nature-based solutions and ecosystem restoration, promoting community and private sector involvement and investments;
- Identify capacity building and knowledge management needs in areas such as IWRM, integrated river basin management, protection and conservation, and support the organization of capacity building and knowledge dissemination events for Government and non-Government partners.
- Document lessons learnt and best practices related to ecosystem restoration and river basin management.
- Support the DWRM, FAO and project team in providing input supports for technical reports, presentations, tables, maps and project knowledge products;
Background/qualifications
- Master’s degree related to ecology, environmental protection, biodiversity conservation, or related fields
- At least 15 years of professional experience in conservation planning and management, ecosystem restoration, and sustainable land and forest management
- Ability to work with various stakeholders, including government agencies, private sector, NGOs, and community groups;
- Demonstrable experience in the implementation of multilateral donor funded or government funded international development projects;
- Demonstrable experience in project organization and ability to serve as an effective communicator and negotiator with excellent oral presentation skills;
- Experience in project management and results-based management;
- Strong report-writing skills in English;
- Extensive experience working with national and local government agencies in Vietnam.
- Knowledge of FAO’s project management systems is preferred
2. Project Coordinator
In coordination with DWRM and under the supervision of the Technical Team Leader, he/she will provide support to technical and administrative oversight as well as monitoring the implementation of project activities including project planning, execution and monitoring to ensure the project is completed on time, within budget and to the required quality standards.
Specifically, he/she will be responsible for:
- Coordinate with relevant initiatives to realize synergies in the scale and sustainability of the project impacts.
- Track the project’s progress and ensure timely delivery of inputs and outputs;
- Provide technical support and assist the Technical Team Leader in assessing the outputs of the project’s national consultants
- Support the Technical Team Leader in liaising with the project team in the operational and technical aspects of the project implementation
- Facilitate the convening of regular meetings and briefing sessions with DWRM and with government counterparts and other parties concerned
- Support and facilitate coordination between key project stakeholders, particularly the environment and agriculture sector leads of MONRE and MARD, and between central, provincial and district-level Governments.
- Coordinate and organize in-country meetings, field missions and training and consultative events including all payments and financial matters and accountability requirements
- Prepare cost estimates for the project missions and events
- Undertake other project activities as directed by the Technical Team Leader
Background/ qualifications
- Bachelor’s degree (Master’s preferred) in natural resources management, water resources management and environment sectors;
- A minimum of 5 years of professional experience in project management and implementation in landscape restoration, ecosystem services, nature-based solutions, environmental sustainability or related fields for ODA projects in Vietnam;
- Excellent spoken and written English;
- Excellent computer skills – Microsoft Word, Excel and PowerPoint.
- Effective facilitation, communication and interpersonal skills;
- Ability to travel to project sites within Vietnam;
- Ability to work independently and/or in teams and be flexible;
- Secretarial skills;
- Planning and organizational skills; and
- Demonstrated passion and commitment to ecological sustainability and associated development work.
