 SCOPE OF WORK FOR TRANSLATION SERVICE

B. PROJECT BACKGROUND

The USAID Sustainable Forest Management Project (the Project) will work with the Government of Vietnam (GVN) to reduce carbon emissions associated with deforestation, the degradation of natural forests, and poor plantation management. The Project will implement a “Green Prosperity” approach that strengthens local communities’ ability to protect their natural resource base and reduce emissions while building a strong foundation for sustainable livelihoods and equitable economic growth.

The Project will work in seven provinces (Lao Cai, Son La, Hoa Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Nam) and focus on five objectives:

1. Improve and expand community forest management
2. Increase conservation-friendly enterprises in forest-dependent communities
3. Increase functionality of law enforcement system for forest crimes
4. Improve production forest management practices
5. Mobilize domestic resources for forest management and protection

The Project will be implemented during the period 2020-2025 by DAI in collaboration with RECOFTC and Preferred by Nature as partners, with the Ministry of Agriculture and Rural Development (MARD) as the counterpart and the Management Board of Forestry Projects (MBFP) as project owner.

C. DESCRIPTION OF TRANSLATION SERVICE:

1. Background and purpose of assignment

Under the Objective 1 “Improve and expand community forest management”, the Project requires all final products/documents in both English and Vietnamese. Therefore, RECOFTC is seeking to hire translation services for this assignment, including technical documents such as activity reporting, presentations, guidelines etc. These documents cover various technical matters, but not limited to community forest management, forest monitoring/inventory, sustainable forest management, non-timber forest products, forest allocation/forest land allocation, ecotourism.

Upon request by the Project, the selected vendor(s) shall complete the translation assignment(s) with an indicated deadline that ensures enough timing for the translator(s) to complete the assignment with the highest quality.

2. Expected results

The translators are expected to provide translation services to RECOFTC from English to Vietnamese or vice versal.

The payments shall be made for the final deliverables upon the proofread by RECOFTC.

3. Tasks and expected results

The specific tasks will include the following:

• Translate documents from English into Vietnamese (350 words/page)
• Translate documents from Vietnamese into English (350 words/page)
• All documents are translated with high quality, formatting the translation text in accordance with the original documents and templates.
• The translator(s) shall submit the translated documents to RECOFTC through email before the required deadline.
• Work closely with technical staff of Objectives 1/SFM project for clarifications and understanding of technical terms if necessary;

4. Qualifications

• Minimum of seven (7) years of experience in translation of reports and documents for development project, preferably in forestry sector
• Forestry sector knowledge, especially on community forestry, is an advantage
• Familiar with the use of computer programmes such as Microsoft Word, Microsoft Excel and web based email.
• Fluency in Vietnam and English;

5. Detailed Service Specifications

• Vendors are requested to provide the quotations for translation service for various type of documents from English into Vietnamese and vice versa.
• The quoted rates for a standard page of 350 words will be established as the fixed rates for all release orders and the total amount for each order will be based on agreed rates & the actual word count of each document.
• The vendors are requested to provide the quotations listed in below table that address the following requirements:
  
  • The quoted services should include personal income tax (PIT);
  • The vendors should indicate average turn-around time based on average daily performance;
  • The quoted prices should be in Vietnam Dong and fixed for a period of 12 months;
  • The vendors shall sign and date their quotation. The quotation should be in PDF format and the below quotation template can be used by the vendors
