Natural Resources Programme Officer

The International Collaborating Centre for Aquaculture and Fisheries Sustainability (ICAFIS) is the sustainability arm of Vietnam Fisheries Society (VINAFIS). ICAFIS is a non-profit organization targeting to promote aquaculture and fisheries sustainability within Vietnam and to share experiences from Vietnam internationally, primarily to developing countries and especially in Asia-Pacific, Africa and Latin America.
ICAFIS is a fair employer who is looking for capable candidate for a position as Natural Resources Programme Officer.
The Natural Resources Programme Officer will be under the direct operational supervision of the Director and will work in close collaboration with other ICAFIS technical and administrative staff. He/she will be responsible for the following duties and responsibilities:
Programme development
Assist in the design and implementation of a broad framework programme to promote the sustainable use of natural resources, including fisheries and aquaculture. A special focus should be given to the
following:
- Natural resources management in inland, wetlands, coastal and marine environment;
- Climate change adaptation and mitigation for the management of natural resources with special emphasis in fisheries and aquaculture;
- Together with ICAFIS management develop new projects/programmes and seek for funds;
- Liaise with stakeholders involved in natural resources management - use and protection, fisheries and/or aquaculture including producers, buyers, local, national and international organizations and
other stakeholders as relevant to develop collaborative projects, programmes and/or partnerships on the sustainable use of natural resources, climate change adaptation and mitigation.

Implementation
- Design and deliver technical training for national and provincial stakeholders, farmers/fishers, input suppliers and local extension workers on issues related to natural resources management including
sustainable exploitation and protection, and climate change adaptation and mitigation;
- Organize meetings, trainings and workshops related to sustainable natural resources management and climate change adaptation and mitigation;
- Within the framework of ICAFIS, support research on sustainable natural resources management, and climate change adaptation and mitigation;
- Develop workplans and reports related to ICAFIS work on natural resources management, and climate change adaptation and mitigation;
- Work directly with project personnel, grantees, consultants, and others to facilitate coordination, communication, and achievement of overall ICAFIS programme objectives.

Information
- Gather, organize, analyze, synthesize and disseminate information on natural resources management, and climate change adaptation and mitigation from a variety of sources, including published and
unpublished materials, internal reports, proceedings, scientific studies, phone conversations, etc.
- Keep up-to-date with the work of other organizations and companies working on sustainable natural resources management, and climate change adaptation and mitigation.

Communication
- Represents ICAFIS at external conferences, meetings and workshops as needed;
- Disseminate ICAFIS experiences on sustainable natural resources management, and climate change adaptation and mitigation by writing articles and press releases;
- Composes verbal as well as periodic written reports and summaries to the ICAFIS Director and other ICAFIS staff as relevant.

Others
- Coordinate monitoring and evaluation project/programme activities on sustainable natural resources management, and climate change adaptation and mitigation;
- Undertake English to Vietnamese and Vietnamese to English translation for meeting and workshop as required (including translating technical report and documents);
- Support other ICAFIS projects related to projects on sustainable natural resources management, and climate change adaptation and mitigation.

Duty station
Hanoi, Vietnam, with frequent in-country duty travel
Duration
Indefinite contract with a 2-month probation time

Minimum qualifications:
- Bachelor degree in an appropriate field (environmental sciences, natural resources management, aquaculture or fisheries). Master degree level is an advantage;
- Knowledge and experience in understanding the relation between communities and natural resources use and mitigating impacts of people on natural resources;
- Experience in working with grassroots and local/national government agencies, civil society and the private sector;
- At least three years of working experience in natural resources project/programme management;
- Excellent knowledge of English, written and spoken with simultaneous translation capacity;
- Computer literacy and ability to use efficiently the basic Microsoft Office© software (World, Excel, Power Point) and communications tools (internet, email);
- Experienced facilitator and good communication skills;
- Open minded and keen to learn and work in a dynamic environment;
- Gender sensitivity and ability to develop and maintain harmonious working relations with colleagues of different national and cultural backgrounds;
- Independent, interpersonal skills, patient and with a participatory approach.
- Preference will be given to candidates with experience in:
- Fisheries and/or aquaculture;
- Development of co-management arrangements for the use of natural resources, fisheries and aquaculture;
- Climate change adaptation and mitigation.

Remuneration
The salary will be negotiated according to the experience of the successful candidate
