NGO SERVICEs for Povert : Pilot Project for Poverty Reduction in Ia Pa District, Gia Lai Province

Technical assistance (TA) for Capacity Building (Team Leader), Rural Livelihoods, and PRA/VDP cum M&E is sought for the : Pilot Project for Poverty Reduction in Ia Pa District, Gia Lai Province, grant-financed by the Government of Italy and implemented by IFAD.

Key features of the project include:
- Implementation of community-based, participative processes to ensure that the project responds to community-identified needs.
- Provision of substantial support to each commune in order to develop the capacity of grass-roots institutions for self-management.
- Concentration on improving food security through food crop improvement and diversification, combined with limited investment in improved livestock production. Including activities such as livestock development and home garden improvement.
- Development of village infrastructure, particularly water supply and small-scale irrigation, as a key means of increasing social organization in target communities.
- Development of specific targeting mechanisms actively directing project benefits towards poorest households

The NGO will support and provide technical advice to the district project coordination unit (DPCU), district technical departments, commune people’s committees and community organizers in Ia Pa district for the duration as mentioned below. (shown in Table 1) The TA will develop technical guidelines, checklists, training packages, manuals, and training materials to support project implementation. It is expected the assignment will be started from mid-2011.

The methodology of selection will be Quality and Cost Based Selection set out in IFAD Procurement Guidelines (issued in December 2004). Interested NGOs are to submit their expression of interest (EOI) based on the format found in the IFAD Vietnam website (http://www.ifad.org.vn). Qualifications include: (i) ability to work with ethnic minorities in upland locations; (ii) ability to undertake relevant field work in remote and difficult locations within the project area; (iii) prior experience working with the Italian Cooperation will be an asset.
