FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, diagnostics and laboratory services.

Applicable for Vietnamese citizens only: We are currently seeking a qualified and highly motivated Vietnamese national candidate for the position of Non-Communicable Disease (NCD) Technical Specialist for the Better Health Programme (BHP), based in FHI 360 Hanoi office.

Project Description:

BHP Vietnam is a 3.5-year programme funded by the UK Government’s Prosperity Fund and aims to reduce NCD burden in Vietnam by improving access to safe, quality care using equitable, ethical and sustainable approaches. The programme will accomplish this through the implementation of a set of activities in the following areas: 1) Strategies to Counter NCDs; 2) Education and Training, and 3) Provider Performance Improvement.

Position Description:

Under the direction of the BHP’s Country Technical Lead (CTL), the NCD Technical Specialist will be responsible for providing technical guidance for the implementation of BHP’s NCD-related activities under Area 1: Strategies to Counter NCDs. The NCD Technical Specialist will work with the BHP team, international and national experts and BHP’s stakeholders.

Key responsibilities:

  • Lead coordination, planning, monitoring, and reporting for BHP’s Area 1: Strategies to Counter NCDs initiatives (NCDs surveillance system and cause of death identification and reporting in the community), in alignment with programme standards, guidelines and requirements.
  • Work with the General Department of Preventive Medicine of the Ministry of Health (MoH), Department of Finance and Planning, and other government agencies to formulate an evidence-based strategy to achieve the targeted outputs in BHP’s terms of reference.
  • Facilitate cross-learning between the UK, international, and local experts to strengthen collaboration and improve communication and industry engagement approaches to counter NCDs in Vietnam.
  • Develop periodic work plans, monitoring plans and project-related documents and reports as per the national, regional and global standard and donor requirements for timely submission and approval.
  • Coordinate engagements with government and other stakeholders, including making necessary logistical and programmatic preparations and documenting engagement outcomes.
  • Support the CTL administratively and technically to produce high-quality reports and other programme documents for submission to clients.
  • Work with the CTL to plan, monitor and report budgets; coordinate consultants; and develop programme materials and information;
  • Ensure compliance with internal and external regulations for duties performed.
  • Carry out other tasks as required by CTL.

Qualifications and requirements:

  • At least a master’s degree in Medicine, International development, Public health or related fields.
  • Must have at least eight (8) years of health-related experience in Vietnam (experience in NCDs surveillance system and cause-of-death identification and reporting in the community is preferable) and demonstrated understanding of the health system in Vietnam;
  • Demonstrated capacity to design and implement health programmes (experience in programmes related to NCD preferable).
  • Demonstrated ability to influence, motivate, and collaborate with a high level of strategic partners and others would be an asset.
  • Prior work experience in a non-governmental organization, government agency or private organization.
  • Excellent interpersonal and leadership skills and experience working with stakeholders including government departments.
  • Demonstrated capacity to produce high-quality programme reports and other programme-related materials;
  • Demonstrated ability to communicate effectively in English, both orally and in writing;
  • Computer literate with strong skills in the use of MS office package (Word, Excel, PowerPoint, etc.).
