Base on the prospect of cooperation between Good Neighbors International in Vietnam (GNV) and Korea International Cooperation Agency (KOICA) in the new coming project in Quang Tri province next year 2014; and also base on the direction and orientation of GNV in paying more focus on Income Generation (Livelihood) sector; and furthermore base on the current status of our Income Generation programs in Tan Lac and other project area; the Operation Division (OD) in Good Neighbors Vietnam hereby will like to recruit a new OD Officer – in charge of the Livelihood sector of GNV. Details are as below:

1. KEY WORKING RELATIONSHIPS

Internal: Country director, Managing director, OD Manager/officer
External: GNV staffs, Partners, Governmental Officials, Communities

2. MAIN DUTIES

Project Implementation and Management

• Efficiently implement project activities in accordance with approved POA. Senior OD Officer is responsible for all activities related to Income Generation (Livelihood) sector.
• Research new project activities in Income Generation sector through Participatory Appraisal Process (PAP), interview, data analysis and other methods.
• Participate in developing short-term and long-term strategic direction for Quang Tri and other Community Development Projects (CDP).
• Prepare yearly Plan of Actions (POA) with local partners.
• Regularly visit and monitor on all Income Generation activity implementing progress and evaluate the results after completion.
• Prepare project reports (monthly, bi-annual, annual, activity report…) and timely submit to Head Office.

Partnership development, Network building and Capacity building

• Develop a partnership with local governments at provincial level as well as district and commune level.
• Working closely with local CDC members and villagers.
• Provide capacity building for commune leaders and partners through appropriate instructions and trainings.
• Promote the participation of the community in GNI’s project activities.

3. REQUIREMENTS

Work experience

• At least one year experience in community development, specialized in Income generation/Livelihood sector
• About one year working experience as an officer, program assistant or equivalent positions at an INGO
• Experienced in project planning, implementation, monitoring and evaluation is preferable

Technical knowledge/skills   

• Ability to work independently and within a team
• Good organizing skills and interpersonal skills;
• Excellent presentation & facilitation skill;
• Fluency in English both written and verbal;
• Capable to conduct training and workshop;
• Advanced in Microsoft Office (Word, Excel, PowerPoint)

Education

• University degree in Social work, English, Economics, Agriculture or related fields

4. BENEFICIARY:

• Generally all people living under poverty and close to poverty level in GNV’s project sites in Hoa Binh, Tuyen Quang, Thanh Hoa and Quang Tri.

• Field Office staffs
• CDC members
• GNV sponsored children in project sites in Hoa Binh, Tuyen Quang, Thanh Hoa, Quang Tri

5. DURATION OF THE POSITION

• This vacancy is a one year contract.
• Selected candidate will be considered for contract extension (before the one year contract expire) based on job performance and need of the projects.

6. SALARY AND BENEFITS

• According to GNV’s salary structure and cost norm in 2013
• Other benefits are based on the policy of GNV and the labour law of Vietnam
