FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministries of Health and Agriculture and Rural Development and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19; tuberculosis case finding and treatment; clinical research; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.

We are currently seeking qualified and highly motivated Vietnamese candidates to fill in the One Health Coordinator position for the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam, based in Hanoi.

Project Description:

FHI 360 seeks a One Health Coordinator for the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam (FF). The Country Grant will address critical gaps in surveillance of antibiotic resistant bacteria in Vietnam. This grant will support the implementation of national plans for antimicrobial resistance (AMR) surveillance and will focus on selected number of AMR surveillance sites in the animal health (AH) sector. We will work closely with local entities that are already involved in AMR/AMU surveillance, oversight and improvement activities, local and national Technical Working Groups, national and regional reference laboratories for animal health, other government and national and international non-government stakeholders, and Mott MacDonald - the Fleming Fund Management Agent.

Job Summary / Responsibilities:

This position will utilize his/her technical competencies in the One Health approach, in coordination and public health program management, to support the project to plan, implement, monitor and evaluate AMR/AMU resistance surveillance. The incumbent will identify gaps in AMR capacity, and support to improve policies, strategies, plans and systems for infection prevention and control. S/He is expected to develop collaborative relationships with other project staff, interact with internal and external clients and partners( MOH, MARD) , particularly with One Health Partnership for Zoonoses (OHP) and its agencies and bring innovative ideas, methodologies and approaches to problems associated with AMR and infectious disease surveillance and response in the global setting in specific responsibilities as follows:

  • Serve as One Health Coordinator and coordinate the implementation of multi-sectoral activities to strengthen and improve relationships across relevant ministries, which includes high-level coordination among representatives of the National AMR Steering Committee (NSC) and its Sub-committee, key stakeholders, donors and other partners, conducting regular meetings/ workshops to ensure AMR and AMU surveillance information is shared between MOH and MARD,
  • Support OHP to enhance AMR knowledge exchange between its partners, research institutions and the Vietnamese government through OH-AMR technical working group (TWG)’s activities
  • Support the implementation of the FF project and provide technical input on advocacy and communication issues;
  • Provide technical and coordination assistance to the AMR/AMU TWGs under NSC and AH sub-group. Provide support to conduct and participate in TWG meetings, report and disseminate findings, monthly and quarterly;
  • Provide technical assistance, and coordinate all stakeholders (government, non-government and private entities) to organize and conduct the National One Health events on AMR and AMU if required;
  • Lead the development of materials for knowledge management sharing and for strategies in AMR/AMU on livestock production, animal health disease prevention-related issues as well as documenting FF project activities in Vietnam through policy briefs and write-ups as required;
  • Collaborate closely with key government and international agencies to develop and implement the National AMR Strategy, its sectoral plans and base-line studies relevant to the FF activities by building relationships with mass media, government agencies from MOH and MARD using the One Health approach;
  • Lead the organization and implementation of the Knowledge Management sharing workshop and events;
  • Collaborate with government counterparts to develop a manuscript for publication when needed;
  • Prepare and submit a final report at the end of the assignment;
  • Other duties as requested.

Qualifications:

  • Degree in the following areas: One Health, animal science, health, biology, agriculture, knowledge/ information services, communication, environment, international development or another relevant subject
  • From 5 to 8 years of experience in One health, animal health and human health or a related area. A master’s degree with 5 years of similar experience is considered equivalent. Experienced working in/with the Government of Vietnam’s agencies desirable;
  • Experience in one or a combination of the following areas: One Health, AMR/AMU management, bacteria disease surveillance within low and middle-income countries, animal health and health system strengthening in low and middle-income countries or public health. Experience working in a senior position at a major international development project and demonstrated programme management skills are desirable;
  • Ability to communicate and coordinate with government, national and international non-government stakeholders, and UN agencies.
  • Ability to work efficiently and effectively in an IT environment.
  • Strong coordination, communication, and interpersonal aptitudes
  • Fluency in English (read, write, speak)
  • Sensitivity to cultural differences and understanding of the ethical issues surrounding research and surveillance
  • Proficiency in Microsoft Office.
