POSITION DESCRIPTION

POSITION TITLE:    Operations Director, Myanmar Value Chain Project.

REPORTS TO:    Chief of Party - Myanmar Value Chain Project

ORGANIZATIONAL RELATIONSIPS

This position will be under the day-to-day supervision of the Chief of Party and will coordinate with other Winrock field staff, as well as other Winrock program personnel as necessary. 

POSITION SUMMARY: 

The Operations Director will be responsible for overseeing all of the financial and administrative support functions of the project including procurement, logistical support, financial integrity, human resources and facilities management.  He/she will be responsible for preparing all financial reports efficiently and in accordance with generally accepted accounting principles (GAAP), local government regulations, Winrock policies and procedures, and donor requirements and ensuring that procedures and policies of USAID for procurement of goods and services are followed. The Operations Director will be responsible for all accounts and contracts of the Myanmar Value Chain Project to include management of the accounts of the Myanmar Value Chain Project offices; management of junior accountants in field locations; and coordination with Winrock headquarters accounting and operations staff.

MAJOR RESPONSIBILITIES:

  • Ensure project accounts are maintained in accordance with Winrock and USAID policy and procedures.
  • Ensure project expenditures are in accordance with the approved budget, project contract, and USAID policies;
  • Ensure correct coding of expenses, and file supporting documents;
  • Oversee project accountants;
  • Train and mentor project accountants and local sub-grantees to understand and meet Winrock and USAID policies and procedures;
  • Handle and provide oversight of project financial and contract administration activities to ensure adherence to contract guidelines and requirements, Winrock policies and procedures and local laws.
  • Oversee all programmatic financial transactions and monitor monthly financial performance;
  • Work with the COP to prepare budgets, and program reports for the timely implementation of the project;
  • Provide detailed analysis of costs, budgets, contracts, and funding agency requirements as needed;
  • Coordinate all financial aspects of the project including monthly transaction reports, invoices, quarterly accruals and financial reports to meet deliverables;
  • Ensure that field accounts and subcontractors are in full compliance to given rules and regulations;
  • Oversight of procurement and financial issues including field office logistics and support;
  • Supervise HR and facilities management activities.
  • Ensure that all project staff follows Winrock accounting policy (with respect to procurement,timesheets, receipts, etc.);
  • Maintain all program property and inventory list, including servers, computers, furniture, supplies, office leases and vehicle;
  • Supervise office functions and activities related to procurement, travel, payroll, records and filing systems;
  • Approve and manage all employees, consultants, subcontractors, and leasing contracts; 
  • Other tasks as assigned by the Chief of Party.

QUALIFICATIONS AND REQURIEMENTS:

Education:      Certified accountant and a Bachelor’s Degree in Accounting, Finance, Business Administration or related field.

Experience:     

  • Minimum of 7-10 years experience required, including administration of USAID contracts, financial management, human resources, direct project management;
  • Familiarity with Federal and USAID Acquisition Regulations;
  • Experience using CostPoint or other accounting software a plus;
  • Experience in the management of field offices, particularly in unstable, conflict-affected regions;
  • Ability to manage diverse team.

Skills:    Excellent management, communication, and organization skills are essential. Strong analytical and computer skills, especially spreadsheet and financial analysis.  Ability to speak local languages preferred.

Other:    Show initiative and be able to work with minimal supervision. Willingness to travel frequently in remote areas, and live under fairly basic conditions.
