Operations Officer

World Vision Vietnam (WVV) invites competent Vietnamese candidates for the position Operations Officer, working for the Micro Finance Unit (1 position), work base: Hanoi.

WORK CONTEXT / BACKGROUND:

As per WV Vietnam strategy, micro finance is promoted as one of its initiatives. In other word it is part of WV Vietnam and not as a separate entity like in other WV countries.

Micro Finance program’s mission is to foster improvement in the quality of life among the clients in Vietnam by assisting the economically active poor and graduating the moderate and poorest of the poor into entrepreneurial skills. This will be accomplished through a sustainable Micro Finance program that provides access to loans, savings and insurance within ADPs All aspects of the services that MF program delivers are built to lead the development of appropriate models, capacities and systems for Micro enterprise development in Vietnam, resulting in sustainable economic development as part of WVI transformational development ministry throughout ADP communities. 

MF Program is structured in two management levels: central office in Hanoi and branch office at provincial and/ or regional level. All direct transactions with clients including clients screening, loan processing and loan collection are carried out at communities’ level through a network of local staff.

PURPOSE OF POSITION:

  • To support MF Program in building capacity for staff and local partners as well as promoting the understanding of key stakeholders on MF Program through marketing and communication plans.
  • To provide support in PnC related administration tasks. 
  • To support Program Manager in the Board related duties.

MAIN RESPONSIBILIY:

1. TRAINING AND CAPACITY BUILDING

  • In cooperation with respective managers, identify training needs of staff and develop capacity building plans for them. 
  • Client training needs are identified for annual planning and implementation
  • 03 year & annual training plan with budget is prepared for approval annually at the beginning of every fiscal year.
  • Branch managers and branch assistants are trained and coached about monitoring and management skills.
  • Assistance is provided to national managers, branch managers to conduct training to loan officers and cluster leaders on credit management skills and other technical procedures of program, (compilation of training material and organization of training courses as required).Self-capacity improvement ensured by participating in relevant training courses.
  • Ensure orientation training for new staff per MFU’s guidelines
  • Related Inputs are provided to relevant manager in staff annual performance appraisal as well as Branch performance review.
  • Organization of learning network events to share lesson learnt for MFU staff of different branches.

2. COMMUNICATION AND MARKETING

  • Consultation and support is provided to the Operation Manager and the Branch Managers to implement marketing and client development strategy to achieve targets of branches and MF Program.
  • Marketing need assessment and marketing budget is made for approval annually at the beginning of every fiscal year.
  • Assistance is provided to develop and update marketing tools customized to each branch and emerging needs.
  • Organization of marketing events for clients, local partners
  • Management of all communication materials and act as resource person to provide materials upon request Assistance is provided to conduct surveys of clients’ satisfaction about MF products and services as well as external industry providers
  • Act as a focal person on SPM.
  • Translation of periodical reports, client case stories from branches to ADP and Donors.

3. PnC ASSISTANCE

  • Ensure staff performance management system in place in coordination with respective managers.
  • In charge of report preparation submitted to VFI PnC in consultation with WVV PnC Director and MFU PM.
  • Ensure to deliver key communication message to Branch staff including the translation of important communications (from VFI's or WVV's PnC) into Vietnamese to share with MFU staff.
  • Attend VFI PnC related meeting upon request.

4. BOARD COORDINATION

  • Support  the process of appointing and on-boarding new Board members
  • Ensure that Board and Committee meeting documentation and processes are well supported
  • Make sure that the MFI’s and Board’s constitutional documentation (eg Board/Committee charters and constitutional docs) is in order and periodically reviewed
  • Put in place and maintaining Board tools (e.g. Board succession plans, a forward agenda which enables the Board to plan its work over rolling 3 or 4 year periods, a Matters Arising and Completed schedule etc)
  • Assist with Board evaluations and development
  • Ensure correct information is filed with local regulators and the VF Governance Database.

5. OPERATION ASSISTANCE

  • Good and effective assistance is provided to prepare MF Program’s overall business strategy as well as annual operation plan and budget of each branch.
  • Proactive support is provided to Operation Manager in undertaking new initiatives such as market survey, product development; management tools (MIS…) upgrade; integration initiatives of MF activities with other sectors/ ADPs of WVV.

JOB REQUIREMENT:

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

  • Bachelor/ college degree, preferred in Foreign language, Sociology or Finance.
  • Working experiences with community development projects, priority over experiences for managing and conducting MFU Program or increasing income activities, including business development services.
  • Working experience in marketing, sales or financial service industry.
  • Understanding of Microfinance activities, small enterprises development or trends of business
  • Ability to prepare plan and manage financial issues.
  • Good English skills.
  • Good verbal communication and marketing skills.
  • Fluently in Microsoft Office (including Word, Excel, Power Point and Internet).
  • Be committed to work with the poor and have customer service oriented mindset.
  • Active, adaptable and having team spirit.
  • Assertive, creative, patient and being integrity.
  • Honest, enthusiastic and inquisitive.
