Norwegian People’s Aid (NPA) is an Oslo-based Humanitarian organization working in the field of Mine Action. We have operated in Vietnam since 2007 with Representative office and projects in Hanoi, Hue, Quang Tri and Quang Binh. We are seeking for qualified, enthusiastic, experienced Vietnamese applicants for 16 fulltime Operator working for NPA Quang Binh Project, in Dong Hoi city.

 

Main Function

Under the management of the Team Leader (TL)/ Deputy Team Leader (DTL), the Operator (OP) is directly involved in high-risk operations to locate, reduce, and safely dispose of cluster munitions, unexploded ordnance (UXO), and other explosive remnants of war (ERW). This role supports the implementation of the project’s operations plan through technical surveys, explosive ordnance disposal (EOD), and clearance operations to mitigate explosive threats in the project area.

 

Scope and Responsibilities

  1. Explosive Ordnance Operations
  • Conduct EO reduction operations as instructed, adhering strictly to NPA Vietnam’s Standard Operating Procedures (SOP).
  • Assist in the technical survey and mapping of contaminated areas as directed by the TL.
  • Support the safe disposal of cluster munitions, UXO, and other ERW under TL supervision.
  • Support in the clearance of hazardous areas to reduce EO threats effectively.

 

  1. Equipment Management and Use
  • Operate and maintain NPA detection equipment and other assigned tools in accordance with operational manuals and NPA Vietnam SOPs.
  • Investigate/Excavate metal detector signals following established SOPs to ensure safe and effective clearance.
  • Report any damaged or lost equipment to the TL immediately to prevent operational delays.
  1. Emergency Procedures and Safety
  • Adhere to casualty evacuation (CASEVAC) procedures in the event of a medical emergency, ensuring a rapid and organized response.
  • Report any breaches of safety protocols or unexpected hazards to the TL without delay.

 

  1. Professional Conduct and Reporting
  • Inform the TL in advance of any personal issues, planned vacations, or absences that may impact operations.
  • Perform all duties in accordance with the NPA personnel code of conduct and organizational values.
  • Maintain clear and timely communication with the TL regarding operational updates and challenges.
  1. Additional Responsibilities
  • Support capacity-building initiatives by participating in training and skill development sessions as required.
  • Carry out any other tasks or duties assigned by the TL or NPA senior management to meet operational objectives.

 

Required qualifications – experience:

  • High School diploma is an advantage.
  • Must have excellent health, have experience and be familiar with working in tough outdoor condition. Due to the heavy and hazardous natures of the job, it’s highly recommended that candidate with spinal cord pain/disease, joint pains, myopia would not apply to ensure your own safety during the recruitment process and training.
  • Driving license Level D/E and/or medical qualification an advantage.
  • Must be careful and able to work in team, under pressure, and have positive attitude.
