World Learning is currently soliciting qualified candidates for an Organizational Development Specialist for an active USAID solicitation titled Pathways for Participation: Strengthening the Civil Society Response to HIV in Vietnam. Individuals should be able to demonstrate experience in implementing and managing programs in one or more of the following sectors: organizational development, capacity building, program assessment, policy, advocacy, civil society strengthening, and governance.

SCOPE OF WORK:
The Organizational Development Specialist will provide leadership in building the organizational capacity of local civil society organizations (CSOs) in Vietnam working in the HIV/AIDS sector with most-at-risk populations (MARPs) in Vietnam. The Organizational Development Specialist will work with CSOs to identify institutional needs, and will assist organizations in developing strategies to address areas such as planning, finance and administration, advocacy, governance, management, leadership, and monitoring and evaluation (M&E). S/he will build local capacity by strengthening networks and alliances, building community partnerships, promoting local dialogue and communication among CSOs and the Government of Vietnam, securing the involvement of MARPs and people living with HIV (PLHIV) in public policy, facilitating public forums and exchanges for CSOs, and implementing advocacy campaigns. S/he will represent the civil society strengthening components of the project to all key stakeholders, government officials, and donors at coordination forums and other related seminars and meetings.

ESSENTIAL JOB FUNCTIONS:
- Provides day-to-day leadership and direction in the area of organizational development;
- Develops and implements capacity building plans with local CSOs to strengthen organizational capacity in areas such as planning, finance and administration, advocacy, governance, management, leadership, and M&E;
- Assists CSOs in developing community linkages, as well as strengthening synergies with other HIV programs and initiatives (under the Government of Vietnam, USAID, PEPFAR, Global Fund, etc.);
- Conducts advocacy for corporate social responsibility that recognizes the critical role CSOs play in development;
- Secures the participation and representation of MARPs and PLHIV in decision-making forums, such as technical working groups, advisory boards, etc.;
- Works closely with Technical Officers to harmonize technical approaches and address any challenges in implementation;
- Works closely with the Grants Manager to address any issues between partner spending and technical needs;
- Organizes seminars and trainings that strengthen organizational development of CSOs;
- Contributes to policy analyses and the development of policy briefs;
- Establishes and supports advisory structures and consultation mechanisms that inform national HIV responses and interventions with broad input from MARPs;
- Identifies external assistance needs and arranges for the provision of needed assistance;
- Ensures that program strategies are consistent with national best practices, priorities, strategies, and mandates;
- Reports to the funding partner through both formal and informal debriefings, annual, and semi-annual reports;
- Maintains an active dialogue with the partner/funder managers and timely respond to their inquiries;
- Forges and maintains solid cooperation with partner organizations and local government officials; and
- Manages external relations by representing the project and the organization in the public and ensuring the distribution of information about project achievements and lesson learned.

REQUIREMENTS:
- A minimum of 7 years professional experience in international development, especially in civil society, HIV/AIDS, and/or capacity building; preference will be given to qualified Vietnamese candidates;
- A minimum of a Master’s degree in international development or a related field of study;
- Experience working with HIV community-based organizations, programs, and initiatives; Experience working with MARPs is preferred but not required;
- Demonstrated capabilities in organizational capacity building, high-level strategic visioning and leadership, and experience in working effectively with civil society, local, regional and central-level government authorities and with USAID or other development partners;
- Experience conducting capacity building interventions, such as training, mentoring, and organizational assessments;
- Experience conducting policy analysis, operational research, and/or civil society strengthening interventions;  
- Experience working with USAID programs is highly desired;
- A strong understanding of the local context and the implications on HIV programming and/or civil society strengthening;
- Strong communication skills, including interpersonal skills, as well as strong written and oral English, to fulfill the diverse technical and managerial requirements of the program and effectively coordinate with a wide range of regional stakeholders;
- Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams;
- Effective and persuasive writing and public speaking;
- Proven sound judgment and decision-making skills; and
- Computer literate in MS Office (Word, Excel, Outlook).
