Project Objective
SI is implementing the new USAID/Vietnam Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and its implementing partners to implement more efficient, effective, and sustainable programs by (1) improving staff P knowledge and skills in Monitoring, Evaluation & Learning (MEL) and Collaborating, Learning & Adapting (CLA); (2) advancing evidence-informed decision-making; (3) strengthening strategic collaboration between staff and local stakeholders.
Position Description
SI is seeking a full-time Organizational Development Specialist to provide technical assistance on learning and knowledge sharing activities. The Specialist position will be full-time, based in Hanoi, for the duration of the project (anticipate end date is September 2024). Start date is immediate, no later than August 1, 2020. This position will report to the Senior Director for Organizational Learning.

Responsibilities
- Facilitate meetings, team building, and other learning events to improve collaboration among stakeholders and increase the use of evidence in decision-making.
- Design team building and other learning events to be participatory and grounded in adult learning methodologies.
- Conduct key informant interviews or surveys, synthesize data, and use information to design sessions that achieve intended objectives for participants.
- Foster strong collaborative relationships with key stakeholders, serve as a convener for dialogue and learning around emerging issues, assist in identifying and responding to key learning issues, and coordinate efforts amongst implementers working on common results.
- Develop and/or coordinate the creation of easy-to-read/use knowledge products to be used during facilitated sessions and among stakeholders.
- Develop and manage a cadre of local facilitators and provide quality control on their work.
- Lead in monitoring Learns’ collaboration and evidence-use work and use results to inform future facilitation and work.
- Develop and conduct training in Collaborating, Learning & Adapting topics.
- Participate in scoping and managing studies and assessments to support evidence-informed decision-making.
- Other responsibilities, as determined by the Senior Director for Organizational Learning.
Qualifications
- Master’s degree or equivalent experience in a related field, such as organizational development, organizational psychology, sociology, social psychology, international development, etc.
- Minimum of five years of experience in group facilitation, change management, and/or strategic planning.
- Previous experience supporting USAID-funded agreements desired.
- Familiarity with USAID’s approach to Collaborating, Learning & Adapting (CLA) a plus but not required.
- Exceptional organizational, interpersonal, communication and administrative skills are required.
- Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
- Proven capacity to be flexible, take initiative and willingness to learn new skills as needed.
- Strong work ethic and the ability to work well independently and as part of a team.
- Written and oral fluency in Vietnamese and English are required.
