Part-time consultant to provide technical support for AMR/AMU/AMC surveillance activities in Vietnam

1. Detailed Description of Tasks to be Performed:
 
Fleming Fund Country Grant—Tackling Antimicrobial Resistance in Vietnam (FFCGVN) addresses critical gaps in the surveillance of antibiotic-resistant bacteria in Vietnam. This grant supports the implementation of national plans for antimicrobial resistance (AMR), antimicrobial use (AMU) and antimicrobial consumption (AMC) monitoring and surveillance and will focus on a number of AMR surveillance sites. We will work closely with local entities that are already involved in AMR surveillance, AMR/AMU/AMC oversight and improvement activities, local and national Technical Working Groups and national and regional reference laboratories for surveillance laboratories, participating AMR/AMU/AMC surveillance sites, and other government and national and international non-government stakeholders, and UN agencies as well as Mott MacDonald, The Fleming Fund Management Agent.
 
FFCGVN is seeking a part-time Consultant to provide technical support for AMR/AMU/AMC surveillance activities in Vietnam under the Vietnam Fleming Fund Country Grant Phase II – Tackling Antimicrobial Resistance in Vietnam (FFCGVN). This consultancy is expected with the possibility of extension, depending on fund availability and performance.
 
2. Objectives:
Under this scope of work, the consultants are requested to work together with the FFCGVN team to complete the following tasks:
  • Assist the procurement of laboratory equipment and supplies to human health and animal health laboratories
  • Participate in technical assistance trips to and monitor improvement plan implementation of AMR laboratories
  • Support technical team in implementing research/study including coordinating with partners to set-up workplan, support in data collection, data entry
  • Work with the technical team to support quarterly and ad-hoc reports as requested by the Fleming Fund.
  • Translate relevant project documents, training materials, etc. from English to Vietnamese and vice versa
  • Other tasks as required by the supervisors.
Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan

  • Work closely with the surveillance sites to identify the needs of support for laboratory equipment, reagents and supplies, data management software (including Laboratory Information System (LIS))
  • Assist technical team in defining technical specifications for laboratory equipment, reagents and supplies used in AMR testing and selection of qualified vendors.
  • Closely work with the Procurement team and other partners on procurement plan and delivery schedule  
  • Communicate with the recipients to confirm the specifications and delivery plan and verify the delivery. 
  • Serve as the focal point to organize user trainings, if applicable.

Qualifications
  • Bachelor degree in Medicine, Biology/Biotechnology, Pharmacy or Public Health, Veterinary Medicine.
  • Strong experience in microbiology laboratories techniques, quality management system, report consolidation related to AMR/AMU/AMC in Human Health and Public Health.
  • Strong analytical and report writing skills.
  • Experience to work with MSA, hospitals or Ministry of Health on similar work is preferred.
  • Good interpersonal skills.
  • Previous experience working with government agencies or international organizations in Vietnam or similar contexts is desirable.
