Monitoring and Evaluation in Support of Management in the Agriculture and Rural Development Sector phase 2 (MESMARD-2)

The "Monitoring and Evaluation in Support of Management in the Agriculture and Rural Development Sector" (MESMARD-2) project is funded by the Swiss Agency for Development and Cooperation (SDC) and  implemented by Planning Department under the Ministry of Agriculture and Rural Development (MARD) as the execution agency. The purpose of the project is to enhance the Results-based Planning, Monitoring, Evaluation and Policy-making in the agricultural sector that is market oriented and leads to enhanced productivity in the ARD sectors and poverty reduction in rural areas, through the better use of public funds in the ARD sector. The Project Management Unit (PMU) is responsible to implement project activities and directly works with all departments under MARD and 2 provincial Departments of Agriculture and Rural Development (PDARDs) to demonstrate improved planning and M&E system approaches. The project is looking for a

PART TIME INTERNATIONAL TECHNICAL BACKSTOPPER (IBS)

The IBS will be responsible for supporting and overseeing all the project’s technical aspects and implementation strategy to help the Project Director to ensure that the project achieves its stated objectives within the project resources and stipulated timeframe and the project's outcomes and outputs gain high-quality.

Requirements:

- The successful applicant must hold at least a masters degree in the field of development economics, agricultural economics, rural development or other related fields.
- He/she has good project management skills
- The applicant should be expert on logical framework, Results-Based planning, design of M&E frameworks and systems; and be familiar with agricultural statistical systems and use of data in generating evaluation and other reports.
- He/she should be experienced in the design of Government management information systems with regard to data storage and processing to serve for management, policy-formulation and development strategy purposes;
- The applicant would also have a wealth of experience in agricultural sectors in other countries in the region and/or in countries whose economies are undergoing economic transition similar to that of Vietnam, direct experience of MARD is desirable.
- The applicant must have strong communication and facilitation skills with a proven ability to interact well with stakeholders at all levels in the sector, with a degree of cultural sensitivity. 
- He/She will be fully conversant in English. Good communication and technical writing skills are also required.
Assignment: The position is on a part-time basis under the direct management of the Project Director, based in Hanoi with some time based in his/her residence and some travel to provinces in Vietnam when required. Total input is about 6 months spreading over 2.5 years from late 2013 until the end of the project (2015) in 3-6 missions. Specific duties and outputs will be detailed and provided for each mission.
