Part-time Monitoring and Evaluation cum Research Officer

The International Center – Vietnam Veterans of America Foundation (IC-VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC-VVAF focuses on mental health, landmine removal, assistance for dioxin (Agent Orange) victims, education, and disability support program. The organization has worked in 18 provinces across Vietnam including Khanh Hoa, Quang Ngai, Quang Nam, Da Nang, Thua Thien Hue, Quang Tri, Quang Binh, Nghe An, Ha Tinh, Ninh Binh, Nam Dinh, Thai Binh, Dien Bien, Cao Bang, Hanoi, and Hoa Binh.

Under the financial support of United States Agency for International Development (USAID), IC-VVAF has been implementing the Disability Project in two provinces of Thua Thien Hue and Quang Nam for 2 years from July 2015 till July 2017. This is designed to improve the accessibility of the people with mobility impairments in Thua Thien Hue and Quang Nam to quality and appropriate assistive devices.

In order to provide technical support for research, monitoring and evaluation activities, IC-VVAF is looking for qualified person to fill in the following position:

PART-TIME MONITORING AND EVALUATION CUM RESEARCH OFFICER

  • Citizenship: Vietnam
  • Duty Station: Hanoi and two project provinces of Thua Thien-Hue and Quang Nam
  • Duration of Assignment: Part-time job from Dec 2015 to Jul 2017
  • Salary: Competitive

Qualifications

  • Academic background: University degree in public health or social science, Master degree preferred
  • At least three years working experience in supporting vulnerable group related work preferably with disability impaired
  • Proven experiences in research and monitoring and evaluation (M&E) related work
  • Ability to identify the problems and the need of the people with disability, and to propose proper plan to meet those needs
  • Ability to develop a case management plan for people with disability
  • Have working experiences in community level
  • Good understanding of the rehabilitation system and procedures in Vietnam
  • Willingness to accept a multi-year commitment
  • Strong interpersonal, communication (both written and verbal) and organizational skills
  • Proficient oral and written English
  • Ability to work a flexible work schedule
  • Willing to cooperate with other consultants and technical assistance, ability to transfer
  • knowledge and skills
  • Experience working in private setting with third-party partners (DOH, DOLISA, and
  • Rehabilitation Center) preferred.

Scope of work

  • Assist in setting up and management ofthe project M&E system including reporting system for donor
  • Develop user profile template for monitoring progress during project intervention.
  • Follow up with provinces partners to update progress of beneficiaries
  • Participate in field trips to monitor project activities
  • Work with project team to develop and carry assessment plan to
    • identify situation on barriers, facilitators and cost on accessibility to assistive devices in terms of users and providers’ perspective with focus on assistive devices;
    • identify current situation on capacity of provincial system including human resources and facilities on providing assistive devices, rehabilitation services with focus on occupational devices and training on related issues.
    • identify training need of the services providers at different levels of care of the project provinces on the assistive device related issues.
  • Provide input for outreach and follow up guidelines

SUPERVISION AND PERFORMANCE EVALUATION:

The incumbents work under the direct supervision and evaluation of the Disability and Mental Health Programs Director at IC-VVAF’s office at 4 th Floor, Viet Hong building, 58 Tran Nhan Tong, Hanoi with travelling to provinces when needed.
